ENCLOSURE INTEGRATED IMPLEMENTATION SCHEDULE SAN ONOFRE NUCLEAR GENERATING STATION, UNIT 1 TENTH EDITION DECEMBER 1990 Introduction License Condition 3.J, "Integrated Implementation Schedule" (IIS),
requires Southern California Edison (SCE) to follow the IIS Program Plan issued in License Amendment No. 98 on April 20, 1987.
Section V.A of the Plan states that SCE will update Schedules A, B, and C semi-annually. Schedule A items have implementation dates required by NRC regulations, orders or license conditions.
Schedule B items are other items which have implementation dates committed to by SCE which would result in either:
(a) Plant modifications; (b) Procedure revisions; (c) Changes in facility staffing requirements; (d) Items perceived by SCE as prospective NRC requirements; (e) Major tasks resulting from mandates of agencies other than the NRC; or (f) Evaluation of major NRC-initiated issues not required by Regulation, license conditions, or orders Schedule C lists SCE initiated plant betterment projects.
The Plan also states that SCE will summarize progress in implementing NRC requirements concerning plant modifications; identify changes since the last report; summarize the reasons for schedule changes associated with Schedules A and B; and, indicate the expected percentage allocation of resources on Regulatory and Betterment projects for the next refueling/modification outage.
This report, the tenth edition of the IIS, provides the required status update for the period June 1990 through November 1990.
The ninth edition of the IIS was provided to the NRC by letter, F. R. Nandy to NRC Document Control Desk, dated June 22, 1990.
The current Schedules A, B, and C are enclosed as Attachments 1, 2 and 3, respectively.
Progress In Implementing NRC Requirements Since the last submittal (IIS Ninth Edition) in June 1990, Unit 1 entered the Cycle 11 refueling outage on June 30, 1990.
The following modifications, reported in the Ninth Edition of the IIS, have been completed:
Design Basis Precipitation Modifications (Rooftop Drainage Modifications - Scuppers)
Utility Bus Panel Replacement Spent Fuel Pool Cooling Pump Addition (short term)
All of the remaining Schedule A and B modification work reported in the Ninth Edition of the IIS for the Cycle 11 refueling outage, is currently in progress and will be completed in the Cycle 11 refueling outage.
Changes Since The Last Report And The Reasons For Schedule Changes Associated With Schedules A and B.
A comparison to the ninth edition of the IIS reveals that the following changes have occurred to the Cycle 11 and 12 schedules:

Turbine Plant Cooling Water Upgrades
- SCE reported in the Ninth Edition of the IIS, that the Waste Gas Decay Tank Monitoring Instrumentation modifications, required by NRC Order dated January 2, 1990, would be completed by the Cycle 12 refueling outage.
This modification was completed in June of 1986.
All of the modifications which were added to Schedule B will be completed in the respective Cycle 11 or Cycle 12 Refueling Outages. It is not possible to move any of the Cycle 12 projects to Cycle 11, since the outage is already in progress.
Based on the above, there was no need to run the Westinghouse Analytical Ranking Program (WARP) to rank the safety significance of each modification.
The rankings are only used to determine the priority of scheduling work that could not be completed in the next refueling outage.
Expected Percentages Allocation Of Resources On Regulatory And Betterment Projects For The Next Refueling/Modification Outage All (100%) of the resource allocation of the current (Cycle 11) refueling outage is on regulatory projects; there will be no resource allocation on betterment projects.
Approximately 80% of resources for the next (Cycle 12) refueling outage will be-allocated to regulatory projects.
