ENCLOSURE 2 DRAFT TECHNICAL SPECIFICATIONS FOR UNDERVOLTAGE PROTECTION SCHEME SAN ONOFRE UNIT 1 8204220405 820419,

PDR ADOCK 05ooo220o

3.5.8 Undervoltage Protection Instrumentation Applicability:

Applies to the undervoltage protection relays shown in Table 3.5.8-1.

Objective:

To ensure reliability of undervoltage relays for loss of power and degraded voltage protection.

Specification: A. The undervoltage instrumentation channels shown in Table 3.5.8-1 shall be OPERABLE with their trip setpoints set consistent with the Trip Setpoint column of Table 3.5.8-2.

B. With an instrumentation channel trip setpoint less conservative than the value shown in the Allowable Values column of Table 3.5.8-2, declare the channel inoperable and apply the applicable ACTION requirement of Table 3.5.8-1 until the channel is restored to OPERABLE status with the trip setpoint adjusted consistent with the Trip Setpoint Value.

C. With one instrumentation channel inoperable, take ACTION X of Table 3.5.8-1.

D. With more than one channel inoperable, take ACTION Y of Table 3.5.8-1.

Basis:

The OPERABILITY of the undervoltage protection instrumentation ensures that (1) electrical equipment will not be damaged due to a sustained degraded voltage condition on the 4kV buses, (2) the diesel generators will start in the event of a loss of offsite power or sustained degraded voltage condition and, (3) the safety injection system loads will be started on-the diesel generator's in the event of a safety injection signal coincident with a loss of offsite power or sustained degraded voltage condition.

4.1.9 Undervoltage Proctection Instrumentation Objective:

To ensure reliability of undervoltage relays for loss of power and degraded voltage protection.

Applicability:

Applies to the undervoltage protection relays shown in Table 4.1.9-1.

Specification: A.

Each instrument channel shall be demonstarated OPERABLE by the performance of the CHANNEL CHECK, CHANNEL CALIBRATION, and CHANNEL TEST operations for the MODES and at the frequencies shown in Table 4.1.9-1.

Basis:

The surveillance requirements specified for this instrumentation ensure that the functional capability of the undervoltage protection system is maintained comparable to the original design standards.
