OVERPRESSURE.MITIGATION 'SYSTEM -

SAN ONOFRE UNIT NO. 1 Enclosed is the NRC staff's evaluation of the San Onofre Unit No. 1 overpressure mitigation system. The staff concludes that your system is acceptable contingent upon your proposing two Technic :1 Specifications in addition to those proposed by your letter dated October 20, 1980 (Proposed Change No. 71).

As discussed in the enclosed evaluation,.

these additional specifications would incorporate the following provisions:

1.* A channel function test to be performed prior to entering Mode 5 on cooldown and to require that the operability of the system e tested prior to returning to the "water solid" condition following a cold shutdown with the reactor coolant system depressurized; and

2. If the water level in the pressurizer is greater than 80%, or if the initial reactor coolant system pressure is greater than 400 psig, the temperature gradient between the secondary side of the steam generator and the reactor coolant system are to be verified to be no greater than 50oF before a CI reactor coolant pump is started.

We request that you submit these proposed technical specifications which have been discussed with members of your staff, within 45 days of receipt of this letter.
