Gentlemen:
This refers to a special inspection conducted by Mr. F. R. Huey of this office
between February 22 and March 30, 1988, of activities authorized by NRC License
No. DPR-13 and to the discussion of findings by the inspector and other Region
V personnel with you, Mr. C. B. McCarthy and other members of the Southern
California Edison staff at the conclusion of the inspection.
Areas examined during this inspection are described in the enclosed inspection
report. Within these areas, the inspection consisted of selective examinations
of procedures and representative records, interviews with personnel, and
observations by the inspector.
Based on the results of this inspection, it appears that certain of your
activities were not conducted in full compliance with NRC requirements.
Enforcement action, in this regard, will be the subject of separate
correspondence.
In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosure
will be placed in the NRC Public Document Room.
