ISSUANCE OF AMENDMENT NO. 129 TO PROVISIONAL OPERATING LICENSE SAN ONOFRE NUCLEAR GENERATING STATION, UNIT NO. 1 (TAC NO. 73390)

The Commission has issued the enclosed Amendment No. 129 to Provisional Operating License No. DPR-13 forSan Onofre Nuclear Generating Station, Unit No. 1. The amendment consists of changes to the Technical Specifications in response to your application dated June 13, 1989. It is issued on an expedited basis because the unit cannot operate with the level errors introduced by the current design, and failure to act in a timely manner will prevent the scheduled resumption of operation.

The amendment revises the actuation circuitry for auxiliary feedwater to actuate on narrow-range steam generator level, deletes the high steam generator level turbine trip from actuation on wide-range level (one channel) and adds it to narrow-range level, and adds a new environmentally qualified wide-range steam generator level channel on each steam generator.

A copy-of our related Safety Evaluation is enclosed. The Notice of Issuance will be included in the Commission's next regular biweekly federal Register notice.
