A) Supplement 1 to NUREG-0737, Requirements for Emergency Response Capability B) NUREG-0899, Guidelines for the Preparation of Emergency Operating Procedures C) SCE to NRC letter dated May 13, 1983, same subject Reference A requires that each licensee submit a Procedures Generation Package (PGP) at least three months prior to beginning formal operator training on the Upgraded Emergency Operating Procedures.
Reference B provides additional NRC guidance for this requirement. Reference C addressed Southern California Edison's (SCE) approach and schedule for complying with NRC requirements.
The purpose of this letter is to submit the enclosed PGP consistent with NRC requirements.
SCE intends to use the PGP for preparing upgraded Emergency Operating Instructions (EOI's) for San Onofre Nuclear Generating Station, Units 2 and 3. Emergency Operating Procedures are identified as Emergency Operating Instructions in SCE's system of documents and procedures.
Consistent with NRC requirements, the enclosed PGP contains a description of the (1) method for converting CE Owner's Group (CEOG) generic guidelines to plant specific EOIs, (2) Plant Specific Writer's Guide, (3) Validation Program, and (4) Operator Training Program.
SCE considers that the enclosed PGP satisfies the schedular requirements of Reference A. If you have any questions or comments, please contact me.
