REQUEST FOR ADDITIONAL INFORMATION, SAN ONOFRE 2 AND 3 Gentlemen:

By letter dated December 14, 1987, you submitted an application to amend Facility Operating Licenses NPF-10 and NPF-15 to revise Technical Specification 3/4.5.1, "Safety Injection Tanks." We find that additional information is required before we can complete our review of this application.

In your safety analysis of this change you state that:

"The proposed change in SIT nitrogen pressure is on the upper limit of the pressure band. Since LOCA analyses are based on the lower limit of the band (600 psig) which is unchanged, there will be no effect on reflood rate and hence no effect on core LOCA limits."

While the LOCA analysis was not required for the original upper limit of band (625 psig), your request to increase this limit raises questions concerning the LOCA analysis. Higher SIT pressures will affect the timing of the events occurring during a postulated LOCA, the flow rate from the SIT, and utimately the water level in the core and the peak fuel clad temperature. These issues must be addressed in your safety analysis and must be submitted for our review before we can complete action on your request.
