SAFETY EVALUATION MODIFICATION TO STARTUP -TEST PROGRAM SAN ONOFRE NUCLEAR GENERATING STATION,. UNIT 2 In a submittaL dated July 14, 1983e the Licensee proposed a modification to the San Onofre, Unit 2, startup test program which would remove a planned 100% (power) turbine trip test from the Power Ascension Testing.Sequence (FSAR, Section 14.2).
We have reviewed this proposaL using the approved San Onofre, Unit 2, FSAR Section 14.2, and U. S. NRC Regulatory Guide 1.68, "Initial Test Programs for Water-Cooled NucLear Power PLants,"
Revision 2, August 1978, which define objectives, prerequisite test conditions, test methods, and acceptance criteria for the required tests.
The foLLowing discussion provides our evaluation based on that review.
The Licensee proposed that the scheduled 100% (power) turbine trip test be omitted from the sequence. and that data from a previous inadvertent turbine trip from 100% power (occurrence date:
June 16, 1983) be substituted to satisfy the requirement.
The submittal alsp stated that the scheduled generator trip (Load rejection) test would be essentiaLL.y identical to the turbine trip test.
We have concluded from our review of the report that, though data from the inadvertent trip might be useful if retained, the su.bmi-tta.l did not provide -sufficient quantified justification of differences bletween the i-n-advertent -trip co.nditions and conditions required for the test to conclude that the inadvertent trip occurrence would be an adequate substitute for the scheduled turbine trip test.

-2 However, our review of the objectives, prerequisite test conditions, and test methods stated in approved FSAR Sections 14.2.12.93 (Turbine Trip Test) and 14.2.12.94 (Unit Load Rejection Test) found the descriptions of these tests virtuaLLy the same (except for the initiating trip mechanism).
In addition, the recommendations in Regulatory Guide 1.68, Appendix AP Sections 5.L.L and 5.n.n, do provide for combining the two tests into one if aLL generator trips result in direct turbine trip. When this condition is met, the results of the generator trip bound the results of a turbine trip transient.
In discussions, the applicant has informed us that aLL generator trips do result in direct turbine trip.
Based on this, we conclude that it is acceptable to remove the 100% (power) turbine trip test from the Power Ascension Test Sequence provided (1) the Load rejection from 100% power test is conducted as described in FSAR Section 14. 2.12. 9 4 and (2) the startup test report include verification that aLL generator trips do initiate direct turbine trip.
