SAFETY EVALUATION REPORT ON DETAILED CONTROL ROOM DESIGN REVIEW FOR SAN ONOFRE 2 AND 3 The enclosed Safety Evaluation Report (SER) describes the NRC staff's evaluation of the detailed Control Room Design Review (DCRDR) for San Onofre Nuclear Generat ing Station (SONGS), Units 2 and 3.

As you know, Supplement 1 to NUREG-0737 required all licensees to conduct a DCRDR for their plants. The staff, assisted by consultants from Science Applica tions International Corporation (SAIC), reviewed the SONGS 2 and 3 DCRDR Program Plan and Summary Report submittal, dated January 31, 1984. Our review identified numerous significant concerns, resulting in the conclusion that you had not conducted a DCRDR, as required by Supplement 1 to NUREG-0737. A meeting was held with you on August 30, 1984, to discuss these concerns and request an on-site audit of progress made on the additional work necessary to complete the SONGS 2 and 3 DCRDR.

This audit was conducted during June 17-21,1985. Results of the audit were transmitted you by letter dated July 30, 1985, indicating the need for a Supple mental Summary Report to address our concerns. You submitted this report on January 29, 1986.

SAIC reviewed the Supplemental Summary Report and submitted a Technical Evaluation Report (TER) to the NRC, which was transmitted to you by letter dated May 29, 1986.

Based upon the TER, a decision was.madeatouconduct a.imodified Pre-Implementation Audit to further clarifvburDCRDR methodology, and to

~determilne the adequacy of control room,,:design2 ipovements for human engineering discrepancies (HEDs) or the justification for leaving HEDs uncorrected. This audit was.conducted on July 14-15, 1986.
