SAN ONOFRE NUCLEAR GENERATING STATION, UNIT NOS. 2 AND 3, PROGRAMMED ENHANCEMENTS FOR GENERIC LETTER 88-175 "LOSS OF DECAY HEAT REMOVAL" (TAC NOS. 69774 AND 69775)
The NRC staff has completed its review of all licensee responses regarding programmed enhancements as defined in Generic Letter (GL) 88-17, "Loss of Decay Heat Removal." The NRC staff review was based on a sampling of about one-third of all responses.- Since the sample did not result in significant comments, the remainder of the responses will not be reviewed by NRR.
NRC review of this phase of GL 88-17 will be accomplished as an inspection under Temporary Instruction (TI) 2515/103 in the NRC Inspection Manual.
The inspection will take place after you have made sufficient progress for the NRC to make a full assessment of your programmed enhancements. This letter constitutes the NRR report stated in paragraph 05.01 as a prerequisite to the inspection under TI 2515/103.
As for your implementation schedule, you indicated in your February 21, 1989 letter that all hardware-related modifications will be completed by the end of the Cycle 6 refueling outage for each unit. Since this is the end of the second refueling outage following receipt of GL 88-17, your schedule is consistent with the GL and is acceptable.
Also, you indicated that programmed enhancements that do not depend on hardware changes would be implemented by April 30, 1990. This was consistent with the GL. However, in your letter dated May 14, 1990, you stated that you require additional time to complete these programmed enhancements. Specifically, you requested an extension to September 28, 1990 to complete the additional analyses that are required by GL 88-17. While the staff grants you the extension to September 28, 1990, the staff views this request to be indicative of your lack of planning and responsiveness to the aforementioned generic communication.
Finally, you are requested to inform the NRC in writing of any significant changes in the estimated completion schedule identified above. You are also requested to inform the NRC in writing when the action has actually been imple mented and the modifications are determined to be operational.
