April 7, 1989 Docket Nos.: 50-361 and 50-362 Mr. Kenneth P. Baskin Mr. Gary D. Cotton Vice President Senior Vice President Southern California Edison Company Engineering and Operations 2244 Walnut Grove Avenue San Diego Gas and Electric Company Post Office Box 800 101 Ash Street Rosemead, California 91770 Post Office Box 1831 San Diego, California 92112 Gentlemen:

SUBJECT:

WKM MSIV INSPECTION SAN ONOFRE NUCLEAR GENERATING STATION, UNITS 2 AND 3 '(TAC NOS. 68329 AND 68330)

By letter dated December 2, 1988 we requested that you notify us of the date of the next boroscopic examination of a Main Steam Isolation Valve (MSIV) at San Onofre Nuclear Generating Station (SONGS), Units 2 and 3, so that we could observe the operation. The purpose of our observation woiuld be to provide additional confidence in the examination technique. During the week of January 23, 1989, I viewed a disassembled MSIV from Unit 2 and watched a videotape of the recently completed boroscopic examination of that valve.

These observations provided added confidence that the MSIVs at SONGS have not suffered the extent of damage that was seen at the Waterford facility.

Based upon this conclusion, and the commitments in your "Inspection Results of SONGS-3 MSIV-8205," dated August 24, 1988, to continue the examination on all four MSIVs at SONGS using the improved boroscopic technique for at least the next two refueling outages, the staff finds your response to this issue to be acceptable.

Sincerely, original signed by Donald E. Hickman, Project Manager Project Directorate V Division of Reactor Projects -
