SUMMARY

OF THE APRIL 2, 2013, PUBLIC MEETING REGARDING PALISADES NUCLEAR PLANT On April 2, 2013, the NRC held a public meeting to discuss the 2012 annual assessment results for Palisades Nuclear Plant. The meeting was held at the Beach Haven Event Center in South Haven, Michigan. Enclosure 1 is a list of attendees for the meeting. The copies of the slides used by licensee and the NRC staff during the meeting are located in ADAMS (ML13093A191, ML13080A385, and ML13091A117).

The meeting was started with the NRC providing an overview of the reactor oversight process and the results of the 2012 annual assessment for Palisades Nuclear Plant. The NRC's presentation was followed by a presentation provided by the Palisades Nuclear Plant staff giving an overview of the current and proposed actions to improve performance in 2013.

After the business part of the meeting ended, the NRC listened to comments and answered questions from the public. In addition to answering questions from members of the public, NRC representatives agreed to provide answers to technical questions that were submitted during the meeting, but were not answered during the allocated meeting time. The answers to these questions are included in the meeting summary (Enclosure 2).

Enclosure 2 Questions from the NRC Public Meeting on April 2, 2013:

1. When was the last fire inspection conducted by the NRC staff, and what were the areas for scrutiny at the inspection?

The NRC inspection program is structured such that the resident inspectors will check multiple areas important to safety each quarter with regards to fire protection. Inspectors also observe at least one fire brigade drill each year.

Quarterly fire inspections are documented in the integrated inspection report (http://www.nrc.gov/NRR/OVERSIGHT/ASSESS/listofrpts_body.html#pali).

Additionally, every 3 years, fire protection specialists perform detailed reviews of fire areas deemed risk significant per the criteria outlined in the inspection procedure. Per the inspection procedure, once every 3 years, an NRC inspection team is required to select three to five risk-significant fire areas or zones (depending on the teams makeup, scope, and resources) and conduct risk-informed inspections of selected aspects of the licensees fire protection program. These inspections make up our baseline inspection program. There are no additional inspections planned. The team may adjust the number of fire areas inspected during the inspection based on the complexity of issues. The initial selection of areas to be inspected is based on inputs from a senior reactor analyst, a fire protection specialist, and an electrical engineer.

For each area, the selection process will consider but will not be limited to the following:

  • A review of the fire hazard analyses.
  • Potential ignition sources.
  • The configuration and characteristics of combustible materials.
  • Routing of circuits important to accomplish and maintain safe shutdown condition.
  • The licensees fire protection and firefighting capability.

The fire protection inspection is focused on post-fire safe shutdown capability and alternative or dedicated shutdown capability, as applicable.

The areas inspected during December, 2012, by the NRC triennial fire protection inspection team were:

  • Control Room.
  • An electrical penetration room, (i.e. a place where many cables enter containment and where a remote shutdown station is located).

2. How much high level waste is generated at Palisades every year? How much spent fuel is currently stored at the Palisades Spent Fuel Pool?

The Palisades spent fuel pool is designed to store a maximum of 892 fuel bundles.

Specific information regarding the amount of spent fuel stored in the spent fuel pool is withheld from the public for security reasons. The link below provides information on the average amount of high level waste generated by commercial nuclear plants and the storage of spent fuel in the Spent Fuel Pool and dry fuel storage casks:

3. Discuss the Price-Anderson Act. Who is responsible for payments related to damages in the event of a nuclear accident involving a commercial nuclear plant?

The Price-Anderson Act, which became law on September 2, 1957, was designed to ensure that adequate funds will be available to satisfy liability claims from members of the public for personal injury and property damage in the event of a nuclear accident involving a commercial nuclear power plant. In the first tier of funding, owners pay for the first $375 million for each unit. In the second tier of funding, the industry as a whole in the United States pays for approximately $12 billion. If the second tier is depleted, the United States Congress is committed to determining whether additional disaster relief is required.
