THREE MILE ISLAND NUCLEAR STATION, UNIT 1 - SUPPLEMENTAL INFORMATION NEEDED FOR ACCEPTANCE OF REQUESTED LICENSING ACTION RE: PROPOSED REVISION TO THE PRESSURE AND TEMPERATURE LIMIT CURVES AND THE LOW-TEMPERATURE OVERPRESSURE PROTECTION LIMITS (TAC NOS. MF0424 AND MF0425)

Dear Mr. Pacilio:

By letter dated December 14, 2012, (Agencywide Documents Access and Management System Accession Number ML12353A319), Exelon Generation Company, LLC (Exelon) submitted a license amendment request (LAR), and a corresponding exemption request, relating to proposed changes to the Three Mile Island, Unit 1, pressure-temperature limits curves and low temperature overpressure protection limits. The purpose of this letter is to provide the results of the U.S. Nuclear Regulatory Commission (NRC) staff's acceptance review of the LAR and exemption request. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the request has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.

The NRC staff has reviewed your application and concluded that the information delineated in the enclosure to this letter is necessary for the staff to conclude that the application is acceptable.

In order to make the application complete, the NRC staff requests that Exelon supplement the application to address the information requested in the enclosure by February 13, 2013. This will enable the NRC staff to begin its technical review. If information responsive to the NRC staff's request is not received by the above date, the application will not be accepted for review pursuant to Title 10 of the Code of Federal Regulations (10 CFR) Section 2.101, and the NRC will cease its review activities associated with the application. If the application is subsequently accepted for review, you will be advised of any further information needed to support the staff's

The U.S. Nuclear Regulatory Commission (NRC) staff has reviewed the application and concluded that the information delineated below is necessary to enable the staff to make an independent assessment regarding the acceptability of the proposed LAR and exemption request in terms of regulatory requirements and the protection of public health and safety and the environment.

1. of Attachment 3 to the December 14, 2012, LAR, briefly discusses various neutron fluence values in relation to one another, but does not explain how the fluence values were calculated. Please describe the methods used to determine the reactor vessel neutron fluence values, on which the revised pressure-temperature limits were based. Provide a sufficiently detailed description or reference so that the staff can determine whether the method adheres to the guidance contained in NRC Regulatory Guide 1.190, "Calculational and Dosimetry Methods for Determining Pressure Vessel Neutron Fluence," or other suitable guidance.
