By email on Thursday, December 13, 2012 1:31 PM, you received, on behalf of Monticello Nuclear Generating Plant (MNGP, the licensee), a request for additional information (RAI) on the subject:

Monticello Nuclear Generating Plant - Draft Requests for Additional Information re: Extended Power Uprate Steam Dryer Review (TAC No. ME9990).

Among items requested was an item identified as:

MNGP EPU-EMCB-RSD-RAI-67 Based on previous EPU reviews, the NRC staff notes that there were poor quality controls, inadequate installation procedures, and fit-up issues contributing to significant cold work and residual stresses in dryer components. Please provide the following information:

a. Explain measures taken during the fabrication as well as during installation of the replacement steam dryer to ensure that no cold work is introduced into the material which increases its susceptibility to IGSCC. The crack growth rate for any cracks initiated by IGSCC may be affected by fatigue loading.
b. Describe the measures taken to minimize the residual stresses if cold work was introduced.
c. Describe the precautions taken to reduce the residual stresses in heat affected zones (HAZ) if grinding was performed on the nearby welds.
d. Describe whether there are any multi-junction welds joining components of significantly different thicknesses in the Monticello RSD, and any special precautions with welds at those joints if applicable.

To which Reviewer Chakrapani has added a part e, as follows:

e. Describe the Quality Assurance (QA) Program followed during the fabrication of the replacement steam dryer. Clarify if the QA program is in accordance with 10 CFR Part 50 Appendix B.

There are no other changes in content or schedule to the requested RAI. Please call me if you have any questions.
