Dear Shawn Hafen,
By letter dated January 9, 2023 (Agencywide Documents Access and Management System Package No. ML23009A353), Northern States Power Company, submitted to the U.S. Nuclear Regulatory Commission (NRC) an application for license renewal of Renewed Facility Operating License No.
DPR-22, Monticello Nuclear Generating Plant, Unti 1 (Monticello), pursuant to Section 103 of the Atomic Energy Act of 1954, as amended, and Part 54 of Title 10 of the Code of Federal Regulations, Requirements for renewal of operating licenses for nuclear power plants.
On September 13, 2024, Xcel submitted a response to a request for additional information (RAI) related to the application for subsequent license renewal for the Monticello Nuclear Generating Plant, Unit 1. The response identified an archaeological survey. The NRC staff is requesting a copy of the Phase 1 Archaeological Survey report. On September 17, 2024, NRC staff coordinated a site visit to the Monticello site and conducted a walkthrough with members of Mille Lacs Band of Ojibwe.
As part of the site visit, the Mille Lacs Band of Ojibwe reviewed Xcels fleet procedure on the protection of cultural resources and provided comments. NRC staff is requesting a information regarding if and how the procedure was updated in response to the comments provided by the Mille Lacs Band of Ojibwe. Specifically, the NRC staff has identified these items as a need for additional information addressed in the attached RAI.
