Dear Sir or Madam:

The U.S. Nuclear Regulatory Commission (NRC) requested information from nuclear power plant licensees regarding the identification of enhancements that could provide a means to power equipment needed to communicate on-site and off-site during an extended loss of AC power event.

An assessment of communications systems capabilities is necessary to respond to specific information contained in NRC letter, Request for Information Pursuant to Title 10 of the Code of Federal Regulations 50.54(f) Regarding Recommendation 2.1, 2.3, and 9.3 of the Near-Term Task A member of the STARS Alliance Callaway

U. S. Nuclear Regulatory Commission TXX-12163 Page 2 of 2 Force Review of Insight from the Fukushima Dai-Ichi Accident, dated March 12, 2012 (Reference 1). of the NRC letter requested that nuclear power plant licensees assess current communications systems and equipment used during an emergency event given a set of standard assumptions. The letter also requested licensees to consider enhancements that may be appropriate for the emergency plan with respect to communications requirements of 10 CFR 50.47, Appendix E to 10 CFR 50, and the guidance in NUREG-0696 in light of the set of the standard assumptions discussed in the letter. Licensees were asked to consider the means necessary to power the new and existing communications equipment during a multi-unit event, with a loss of all AC power.

Luminant's response letter of May 10, 2012 (Reference 3) proposed following an alternate course of action by employing industry guidance provided in Nuclear Energy Institute (NEI) 12-01, Guideline for Assessing Beyond Design Basis Accident Response Staffing and Communications Capabilities, including the recommended format provided in NEI Communications During an Extended Loss of AC Power Roll-Up Document, Revision 1. This letter provides the results of this assessment for Comanche Peak Nuclear Power Plant Units 1 and 2.
