NRC Docket Nos. 50-247-LR and 50-286-LR ASLBP No. 07-858-03-LR-BDO1

Dear Secretary:

I am writing in support of the renewal of the licenses for both Indian Point 2 and 3, located in the Village of Buchanan. I believe that the Indian Point nuclear power plants are necessary to the environment and economy of the Hudson Valley and New York City metropolitan area.

From 2002 to 2008 I was the Mayor of Buchanan. Since 1996 I have lived in Buchanan with my wife and two children, who are now teenagers.

With respect to environmental impact, the presence of Indian Point has reduced the amount of fossil fuel emissions. Greenhouse gases have been shown to cause serious health problems for many including respiratory and even cardiac illnesses. The burning of fossil fuels also degrades the air quality of Westchester County, which the New York State Department of Environmental Conservation has repeatedly determined is poor, and surrounding areas. In addition, the water quality of the Hudson River and drinking supplies, such as the nearby New York City reservoir system, could be harmed.

With respect to the economic impact of Indian Point, it provides substantial positive contribution to Westchester County, New York City and nearby areas. The taxes paid to the Village of Buchanan, Town of Cortlandt and Hendrick Hudson School District help provide essential services to thousands. Also, the Hendrick Hudson Library

Office of the Secretary, page 2 September 13, 2012 and Verplanck Fire District receive direct tax funding from Indian Point.

The cost of electricity in Westchester County and New York City is higher than most other areas of the country and would be even higher without Indian Point.

Furthermore, lower cost electricity is provided to government agencies including the Metro North Railroad and New York City subways. The failure to renew the IP licenses would surely result in higher taxes, train fares and electric rates to millions. I recall that following the 2004 blackout, when IP 2 was shut down for a period of time, electric rates for Con Edison customer rose approximately 20%.

I fully support efforts to increase electric production from renewable sources such as wind and solar.

However, I firmly believe that nuclear power is a necessary source of energy, particularly in the Hudson Valley and New York City area for the reasons set forth above.

Thank you for your consideration. I urge you to renew the licenses for both Indian Point 2 and 3. Kindly let me know if you have any questions.

Rsctfully you s, Daniel E. O'Neill
