Dear Sir or Madam:
I am retired after 42 years with Con Edison of NY, Inc.in the utility industry, and was deeply involved in:
the original Licensing efforts for both Indian Point 2 and 3, IEEE Nuclear Standards, as a long-time member of IEEE NPEC & Subcommittee SC-6 on safety systems, the First-Of-A-Kind-Engineering (FOAKE) efforts on new advanced reactor designs, as well as the Advanced Reactor Corporation's original bid evaluations for those designs.
I was also deeply involved in many many hardware and design upgrades that were made to the electrical and I&C systems throughout the course of my career. It is a good safe design that is extremely forgiving, as evidenced by evaluations against past incidents in the nuclear industry in response to nuclear safety bulletins and inquiries over its history. In addition from its inception Westinghouse incorporated many extra safety features, such as the weld channel and seal water pressu rization systems and the 3-50% train design, which adds an additional train of safety systems for the vast majority of "less than worst case" events.

The Westinghouse PWR design includes large volume Steam Generators providing operators more time to respond to many types of events, and the physically separated spent fuel storage buildings, additional on-site cask storage and the "integrated containment" (concrete/rebar and closely contiguous metal containment building pressure vessel), as well as the plant's geology and geography preclude a future Fukushima type event.
Con Edison the original Licensee had an aggressive proactive safety culture that resulted in many many plant improvements, including selective retrofit application of advanced FOAKE design features such as the passive chemical rack H2 re-combiner system. I continue to live within the very conservatively established evacuation zone within 9 miles of the plant site. Four of my children and 5 of my grandchildren also live nearby in Suffern, NY.
I am writing to express my support for the relicensing of Indian Point Units 2 and 3 in Buchanan, NY.
It is my understanding that the NRC is considering numerous issues in connection with the license renewal application, including the potential for alternative energy sources Indian Point is an important source of base load energy, and it emits virtually no greenhouse gasses. It supplies between 25% and 30% of the electricity for New York City and the lower Westchester County area, at a reasonable cost, while supporting the reliability of the electric grid. The facility employs about 1,100 full-time workers and it contributes hundreds of millions of dollars in economic impact to the region.
Various alternative energy sources have been proposed over the years, but none of them would be an acceptable substitute for Indian Point. Last year, the City of New York's Department of Environmental Protection released the results of a study performed by Charles River Associates.
That independent study demonstrated that any alternative to Indian Point would be higher-priced, would reduce air
- quality, and would reduce the reliability of the electric grid.
I strongly encourage you to issue a renewed license for Indian Point once you have completed your technical reviews of the facility. Thank you.
