MID CYCLE ASSESSMENT LETTER FOR H. B. ROBINSON STEAM ELECTRIC PLANT, UNIT 2 (NRC INSPECTION REPORT 05000261/2012006)

Dear Mr. Gideon:

On August 15, 2012, the NRC staff completed its mid-cycle performance review of the H. B.

Robinson Steam Electric Plant, Unit 2. The NRC reviewed the most recent quarterly performance indicators (PIs) in addition to inspection results and enforcement actions from July 1, 2011, through June 30, 2012. This letter informs you of the NRCs assessment of your facility during this period and its plans for future inspections at your facility.

The NRC determined the performance at Robinson Unit 2 during the most recent quarter was within the Licensee Response Column of the NRCs Reactor Oversight Process (ROP) Action Matrix because all inspection findings had very low (i.e., green) safety significance, and all PIs indicated that your performance was within the nominal, expected range (i.e., green).

Therefore, the NRC plans to conduct ROP baseline inspections at your facility.

In its assessment letter dated March 4, 2011, (ML110630055), the NRC opened a Substantive Cross-Cutting Issue (SCCI) with the aspect of complete, accurate and up-to-date design documentation, procedures, and work packages, and correct labeling of components, H.2(c).

To address the SCCI, your staff performed a root cause evaluation and prepared a comprehensive procedure upgrade project. We have completed an evaluation of your root cause and planned corrective actions and determined them to be adequate. In our 2011 end of cycle assessment letter (ML120650415) the NRC determined that the SSCI would remain open because the implementation of the two-column format emergency operating procedures was not scheduled until May 2012. Also, it stated an inspection of the content and quality of those procedures must be performed prior to closure of the SCCI. The quality of these procedure changes would establish the foundation for our confidence that the planned corrective actions will be sufficient to warrant closing the SCCI. Our inspection of the content and quality of the emergency operating procedures has been completed and we have determined them to be adequate. Based on our inspection results, this SCCI is closed.

R. Gideon 2 The enclosed inspection plan lists the inspections scheduled through December 31, 2013.

Routine inspections performed by resident inspectors are not included in the inspection plan. In addition to the baseline inspections, consistent with the Agencys actions related to Fukushima, the NRC will perform TI-187, Inspection of Near-Term Task Force Recommendation 2.3 Flooding Walkdowns and TI-188 Inspection of Near-Term Task Force Recommendation 2.3 Seismic Walkdowns. The inspections listed during the last nine months of the inspection plan are tentative and may be revised at the end of cycle performance review. The NRC provides the inspection plan to allow for the resolution of any scheduling conflicts and personnel availability issues. The NRC will contact you as soon as possible to discuss changes to the inspection plan should circumstances warrant any changes. This inspection plan does not include security related inspections, which will be sent via separate, non-publicly available correspondence.

We also plan on conducting several infrequently performed inspections which include: initial operator licensing examinations, TI 2515/177, Managing Gas Accumulation in Emergency Core Cooling, Decay Heat Removal, and Containment Spray System, and licensed operator initial examination. In addition, the sample numbers of the baseline IP 71111.11 quarterly simulator observations will be increased for the next three quarters. This action is being taken using the guidance in IMC 2515 appendix A as a risk informed sample selection deviation in response to a recent problem identification and resolution sample observation of operator and instructor performance in the simulator. The purpose of the sample selection increase is to ensure an adequate number of observations across operating crews are available to evaluate the operator and evaluator performance in the simulator.

In accordance with 10 CFR 2.390 of the NRCs Rules of Practice, a copy of this letter and its enclosure will be made available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRC's document system (ADAMS).
