LUCIE PLANT, UNIT 1 - ISSUANCE OF AMENDMENT REGARDING EXTENDED POWER UPRATE (TAC NO, ME5091)

Dear Mr. Nazar:

The Commission has issued the enclosed Amendment No, 213 to Renewed Facility Operating License No, DPR-67 for the St. Lucie Plant, Unit No, 1. This amendment consists of changes to the Operating License and the Technical Specifications (TSs) in response to your application dated November 22, 2010, as supplemented by the letters listed in Attachment 1 of the enclosed safety evaluation.

This amendment increases the authorized maximum steady-state reactor core power level from 2700 megawatts thermal (MWt) to 3020 MWt, which is an increase of approximately 11,85 percent. The proposed increase in power level is considered an extended power uprate, By letter dated July 5,2012, you requested to withdraw from consideration the associated TS change related to the Surveillance Requirement 4,8,1, 1.2.e.6 for the 24-hour run of the emergency diesel generator. That TS change will be processed under separate correspondence, The NRC staff has determined that the related safety evaluation (SE) contains proprietary information pursuant to Title 10 of the Code of Federal Regulations, Section 2.390, "Public Inspections, Exemptions, Requests for Withholding." Accordingly, the NRC staff has also prepared a redacted, publically-available, non-proprietary version of the SE. Copies of the proprietary and non-proprietary version the SE are enclosed,

1. The Nuclear Regulatory Commission (the Commission) has found that:

A. The application for amendment by Florida Power & Light Company (the licensee), dated November 22,2010, as supplemented by the letters listed in Attachment 1 of the enclosed safety evaluation, complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act) and the Commission's rules and regulations set forth in 10 CFR Chapter I; B. The facility will operate in conformity with the application, the provisions of the Act, and the rules and regulations of the Commission; C. There is reasonable assurance (i) that the activities authorized by this amendment can be conducted without endangering the health and safety of the public, and (ii) that such activities will be conducted in compliance with the Commission's regulations; D. The issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public; and E. The issuance of this amendment is in accordance with 10 CFR Part 51 of the Commission's regulations and all applicable requirements have been satisfied.

2. Accordingly, Renewed Facility Operating License No. DPR-67 is amended by changes to the Operating License and the Technical Specifications as indicated in the attachment to this license amendment, and by amending paragraph 3.B to read as follows:

B. Technical Specifications The Technical Specifications contained in Appendices A and B, as revised through Amendment No. 213, are hereby incorporated in the renewed license.

FPL shall operate the facility in accordance with the Technical Specifications.

3. This license amendment is effective as of its date of issuance and shall be implemented within 60 days.
