By letter dated March 14, 2012 (Agencywide Documents Access and Management System (ADAMS)
Accession No. ML12082A009), Carolina Power and Light Company, submitted six relief requests (RR) based on the requirements of 10 CFR 50.55a for the Inservice Inspection Program Plan for the Fifth-Ten Year Interval for H.B. Robinson Steam Electric Plant, Unit No. 2.
The purpose of this e-mail is to provide the results of the U.S. Nuclear Regulatory Commission (NRC) staffs acceptance review of this request. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.
The NRC staff has reviewed your request and concluded that RR-2 Regenerative Heat Exchanger, RR-4 Pressure Test Full Boundary, RR-5 Borated Bolted Connections and RR-6 Surface Examination of Reactor Vessel Dissimilar Metal Welds provide technical information in sufficient detail to enable the NRC staff to complete its detailed technical review and make an independent assessment regarding the acceptability of the proposed amendment in terms of regulatory requirements and the protection of public health and safety and the environment. During a discussion with your staff on April 10, 2012, it was agreed that RR-1 Pressurizer Surge Line Nozzle Inner Radius and RR-3 Reactor Vessel Bottom Head Peel Segment-To-Disk Circumferential Weld will be withdrawn.
Given the lesser scope and depth of the acceptance review as compared to the detailed technical review, there may be instances in which issues that impact the NRC staffs ability to complete the detailed technical review are identified despite completion of an adequate acceptance review. If additional information is needed, you will be advised by separate correspondence.
