Letter from NRC to TVA, "Sequoyah Nuclear Plant, Unit 2 - Request for Additional Information Regarding The Proposed Technical Specification Changes to Allow Use of Shield Building Dome Penetrations During Modes 1 Through 4 (TAC NO. ME7026)," dated January 30, 2012 By letter dated August 31, 2011 (Reference 1), the Tennessee Valley Authority (TVA) submitted a request for amendment to the Technical Specifications (TSs) for Sequoyah Nuclear Plant (SQN), Unit 2. The amendment request proposed to allow SQN, Unit 2, to open one of the penetration hatches in the Shield Building dome for up to five hours per day, six days per calendar week while in Modes 1 through 4 during Unit 2 Cycle 18 from receipt of Nuclear Regulatory Commission (NRC) approval for the request until entering Mode 5 at the start of Unit 2 refueling outage 18 (U2R18). The U2R18 refueling outage is scheduled to commence in the fall of 2012. In a letter dated November 28, 2011 (Reference 2), TVA requested that the NRC expedite their review of the Reference 1 amendment request for approval by May 1, 2012 to support work in advance of the U2R1 8 refueling outage to facilitate the Steam Generator Replacement Project.
By letter dated December 29, 2011 (Reference 3), the NRC forwarded a request for additional information (RAI) regarding the proposed changes to the TSs. TVA responded to this first RAI by letter dated January 27, 2012 (Reference 4). Subsequently, in a letter dated January 30, 2012 (Reference 5), the NRC forwarded a second RAI regarding the proposed changes to the TSs and noted that it had previously been agreed that a response would be provided within 30 days from the date of the letter. The Enclosure to this letter provides the TVA response to the NRC's second RAI. No changes have been made to the enclosure and attachments of the Reference 1 request for amendment to the TSs or to the first RAI response of Reference 4.

ENCLOSURE TENNESSEE VALLEY AUTHORITY SEQUOYAH NUCLEAR PLANT UNIT 2 RESPONSE TO NRC SECOND REQUEST FOR ADDITIONAL INFORMATION REGARDING THE PROPOSED TECHNICAL SPECIFICATION CHANGES TO ALLOW USE OF SHIELD BUILDING DOME PENETRATIONS DURING MODES 1 THROUGH 4 NRC Question By letter dated August 31, 2011 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML11249A061), and supplemented by letter dated November 28, 2011 (ADAMS Accession No. ML11334A054), the Tennessee Valley Authority (the licensee), submitted a license amendment request (LAR) to revise the Sequoyah Nuclear Plant (SQN), Unit 2, Technical Specifications (TSs) to allow the use of one of the penetration hatches in the shield building dome for up to 5 hours5.787037e-5 days <br />0.00139 hours <br />8.267196e-6 weeks <br />1.9025e-6 months <br /> per day, 6 days per calendar week while in Modes 1 through 4 during SQN, Unit 2, Cycle 18 (U2R18) between receipt of Nuclear Regulatory Commission (NRC) approval for this proposed request, and until entering Mode 5 at the start of the SQN, Unit 2 fall 2012 refueling outage (U2R 18). In order to complete its review of the above documents, the NRC staff needs the following additional information:
When discussing the control room dose analyses on page A6-2 in Attachment 6 of the licensee's letter dated August 31, 2011, the licensee stated:
"Preliminary ARCON96 runs indicated that the worst case X/Q values for releases from the open penetration will be greater than the vent X/Q, however these values are within a factor of 2 of the design basis vent X/Q values."
Please provide the worst case X/Q values for releases from the open penetration. Also, provide a copy of the meteorological data inputs and program outputs for the atmospheric dispersion computer codes (e.g., ARCON96) used to generate the worst case X/Q values. Any assumptions and inputs associated with the use of the computer codes that are not included in the current application, Updated Final Safety Analysis Report, or other docketed information should also be provided.
Please provide a site plan highlighting the locations of all potential accident release pathways and control room intake and unfiltered inleakage pathways. Drawings should be to scale and show true north. If the diagram included on page A6-5 satisfies these criteria, please provide a more legible version.

TVA Response Please provide the worst case X/Q values for releases from the open penetration.
The X/Q selected to be used for the exhaust from the open hole in containment and the intake at the normal/emergency air intakes were chosen to be the same as the design basis Shield Building vent X/Q as defined in the "SQN Control Room X/Q" calculation.
As noted in Calculation SQNSQS2-0245, "Offsite and Control Room Doses Following a LOCA with a Temporary Hole in the Shield Building Using Regulatory Guide 1.183 Assumptions," the hole must be closed in less than an hour. Therefore, all releases after closure of the hole will be through the Shield Building Vent. The X/Q values for these releases are:

A copy of the meteorological data inputs for the atmospheric dispersion computer codes (e.g., ARCON96) used to generate the worst case X/Q values is provided in the disc in to this Enclosure. The filename is "metsqnp_18yr.dat."
A copy of the atmospheric dispersion computer code program outputs for the normal control room air intake is provided in Attachment 2A to this Enclosure. A copy of the atmospheric dispersion computer code program outputs for the emergency control room air intake is provided in Attachment 2B to this Enclosure.
Any assumptions and inputs associated with the use of the computer codes that are not included in the current application, Updated Final Safety Analysis Report, or other docketed information should also be provided.
The assumptions and inputs used are the same as those used in the design basis SQN Control Room X/Q calculation, which is the source document for the values given in the Updated Final Safety Analysis Report (UFSAR).

The diagram included on page A6-5 of the August 31, 2011 letter (Reference 1 of the cover letter) satisfies the criteria for locations of all potential accident release pathways and control room intake but is not to scale. This diagram was developed from SQN Drawing No. 1, 2-47W200-1, "Equipment Plans - Roof," and includes building dimensions. The diagram is used in the design basis SQN Control Room X/Q calculation.
As described in the UFSAR, the equivalent of 51 cubic feet per minute of unfiltered outside air enters through the main control room doors as a result of personnel entering or leaving and through leakage from ducts and dampers.
A full size legible version of the diagram on page A6-5 of the August 31, 2011 letter (Reference 1 of the cover letter) is provided in Attachment 3 to this Enclosure and a "pdf' file type copy is included in the disc provided in Attachment 4 to this Enclosure under the filename "18 Hatch RAI 2 Calc Dwg.pdf."
