Letter from NRC to TVA, "Sequoyah Nuclear Plant, Unit 2 - Request for Additional Information Regarding the Propopsed [sic] Technical Specification Changes to Allow Use of Shield Building Dome Penetrations During Modes 1 Through 4 (TAC NO. ME7026)," dated May 15, 2012 By letter dated August 31, 2011 (Reference 1), the Tennessee Valley Authority (TVA) submitted a request for a one-time Technical Specification change and a request for specific usage of Alternate Source Term methodology for the Sequoyah Nuclear Plant, Unit 2, Facility Operating License No. DPR-79. The license amendment request was to allow the use of penetrations in the Shield Building dome during Modes 1 through 4 for movement of material to the top of the Unit 2 annulus prior to the start of the refueling outage in support of the Steam Generator Replacement Project (SGRP).

U.S. Nuclear Regulatory Commission Page 2 June 7, 2012 In developing a response to questions raised by the NRC in the Reference 2 request for additional information, TVA prepared a revised mission dose calculation for the dedicated individuals assigned to close the penetration hatch. The results of the revised calculation indicate that shielding will be required for protection of the dedicated individuals. After further review of the cost to obtain and install the shielding, and the reduced benefits considering the time remaining before the start of the SGRP refueling outage in October 2012, TVA has elected to withdraw the Reference 1 license amendment request.
