Dear Mr. Thompson,

I'm writing to follow up on the statements I made at the Monday Dec 13th PRB hearing for the EEP filed by Beyond Nuclear. I made statements regarding the distribution of potassium iodide and the integrity of the two dams providing cooling water to the North Anna Nuclear Power Plant. Someone from the NRC, possibly yourself, replied that you would get in touch with me in order to get my questions answered. I would like that very much.

However, as Paul Gunter pointed out, I was not merely asking questions or trying to satisfy my curiosity. I was making assertions about what myself and my fellow Louisa County residents think to be appropriate safety measures to be followed in this situation. The distribution of potassium iodide to cover all residents within 20 miles of operating nuclear power plants is required by federal law (Sec 127 of the Bioterrorism Preparedness and Response Act of 2002). That this law has been ignored for 9 years now is bad enough. Given that we now know the North Anna Nuclear Power Plant is located on a fault line capable of producing earthquakes that exceed the plant's design basis it is a reckless endangerment of the lives of those of us living near the threatened plant to allow it to operate when such a basic and legally mandated safety measure is not being followed. We know that it is not the NRC or Dominion's legal responsibility to enforce this law but it is your responsibility to protect the health and safety of the public and as such you should not allow this under-designed plant to operate without this safety measure in place.

As for the dam, I know that FERC is responsible for the dam, not the NRC, not North Anna Nuclear Power Plant. I understand that this is because there is a hydroelectric plant in the dam and because it is not considered a safety system for the nuclear plant. Considering that it is the ultimate heat sink of the plant we are suspect of the claim that its presence is not safety related. We are also very disappointed that in all the public hearings so far no NRC employee and no Dominion employee has known what the seismic design basis of this essential part of the nuclear plant's continued safe operation is. We request that you compel Dominion to make the integrity of the Lake Anna dam something they pay attention to and are informed about. We also request that the ability of that earthen dam to withstand the sort of seismic activity we now know this area to be capable of be a requirement for the operation of the nuclear power plant.
