Dear Sir or Madam:

In reference 1, Entergy Operations, Inc. (Entergy) requested a license amendment to the Waterford Steam Electric Station, Unit 3 (Waterford 3) Technical Specifications (TS) 3/4.7.4 Table 3.7-3, "Ultimate Heat Sink Minimum Fan Requirements per Train." In reference 2, Entergy Operations, Inc. responded to a supplemental information request from the Project Manager dated November 8, 2011, to continue the detailed review. In reference 3, the ODD

W3F1-2012-0004 Page 2 Project Manager determined that the NRC can accept the license amendment for review provided the licensee provides the latest revisions of the following calculations:

ECM95-008, Ultimate Heat Sink Design Basis, and ECM95-009, Ultimate Heat Sink Fan Requirements under Various Ambient Conditions.

Attached are the latest revisions of calculations ECM95-008 and ECM95-009. Please note that there are multiple files for each calculation, which includes the latest approved revision and the posted changes which will be incorporated after implementation of the Steam Generator Replacement Project.

This submittal contains no commitments.
