UPDATE: SENIOR REACTOR AND REACTOR OPERATOR INITIAL LICENSE EXAMINATIONS - NINE MILE POINT UNIT 2

Dear Mr. Langdon:

In a telephone conversation on November 8,2011, between Mr. Joseph D'Antonio, Senior Operations Engineer, and Mr. David Huff, Lead Exam Author, arrangements were made for the administration of licensing examinations at Nine Mile Point Unit 2 duiing the week of March 1g, 2012. This discussion updated the schedule arrangements of our lettei dated June 30, 2011, to accommodate delay resulting from a potential strike at your site.

As agreed during the telephone conversation, your staff will prepare the examinations based on the guidelines in NUREG-1021, "Operator Licensing Examination Standards for power Reactors," Revision 9, Supplement 1. The NRC's regional office will discuss with your staff any changes that might be necessary before the examinations are administered.

As of November 3, 2011, your staff has submitted all required draft examination materials.

Submittal of inadequate or incomplete materials may cause the examinations to be rescheduled.

In order to conduct the requested written examinations and operating tests, it will be necessary for your staff to provide adequate space and accommodations in acCordance with ES-402, and to make the simulation facility available on the dates noted above. ln accordance with ES-302, your statf should retain the original simulator performance data (e.g., system pressures, temperatures, and levels) generated during the dynamic operating testi untilihe examination results are final. Appendix E of NUREG-1O21contains a number of NRC policies and guidelines that will be in effect while the written examinations and operating tests are being administered.

To permit timely NRC review and evaluation, your staff should submit preliminary reactor operator and senior reactor operator license applications (Office of Managemeni and Budget (OMB) approval number 3150-0090), medical certifications (OMB approvll number 3150-6024),

and waiverrequests (if any) (OMB approval number 3150-O0gO) as'soon as possible; at least 30 days before the first examination date. lf the applications are not received at least 30 days before the examination date, a postponement may be necessary. Signed applications certifying that alltraining has been completed should be submitted at least 14 days before the first examination date.

After you have been notified by the NRC Chief Examiner or Branch Chief that operator licenses have been issued, please direct any inquiries concerning a formal presentation of certificates to this office. Our goal is to have the operator certificates available for your celebration. At least one month advance notice of your celebration arrangements would be appreciated to plan our senior manager attendance and process the certificates.
