dated September 29, 1997 Reference 1 provided additional information regarding TVA's application for a 10 CFR 70 license for Special Nuclear Material (SNM). Response C.2 of Reference 1 committed to revising two procedures. This letter provides updated information for the two procedures.
Reference 1 stated that Procedure FHI-1, "Receiving, Returning, Inspecting and Storing New Fuel and Inserts," would be revised to state that it is applicable to Unit 2. This procedure has been revised (Revision 45; effective date 12/15/2010) to state that it is applicable to WBN Unit 2. This revision to make the procedure applicable to Unit 2 resulted in no related technical changes to the procedure; thus, the procedure has not been resubmitted.
U.S. Nuclear Regulatory Commission Page 2 January 25, 2011 Reference 1 stated that Procedure NFTP-109, "Nuclear Fuel Database Updates and Special Nuclear Material Reporting," required revision to address the Unit 2 Report Identification Symbol (RIS). The RIS is a tracking code used by the shipper/receiver of SNM. As part of the original licensing for WBN Units 1 and 2, separate RISs were
-assigned for Unit 1 and Unit 2 (i.e., RIS XLC for Unit 1 and RIS XLD for Unit 2).
Reference 2 requested termination of the original Unit 2 SNM license SNM-1873 and stated that TVA planned to use the Unit 1 RIS (i.e., XLC) for the entire site in lieu of multiple RISs for the two units. This is similar to the convention used for TVA's other multi-unit sites (i.e., XLB for Sequoyah Nuclear Plant Units 1 and 2, and XJD for Browns Ferry Nuclear Plant Units 1, 2, and 3). Therefore, based on further review, TVA has determined that-Procedure NFTP-109, "Nuclear Fuel Database Updates and Special Nuclear Material Reporting," does not require updating for Unit 2. In addition, since the RIS remains unchanged, the computer software tracking system requires no change for use on Unit 2.
