Dear Mr. Pacilio:

The Nuclear Regulatory Commission (the Commission) has issued the enclosed Amendment NO.163 to Facility Operating License No. NPF-72 and Amendment No. 163 to Facility Operating License No. NPF-77 for the Braidwood Station, Units 1 and 2 (Braidwood), and Amendment No. 169 to Facility Operating License No. NPF-37 and Amendment No. 169 to Facility Operating License No. NPF-66 for the Byron Station, Unit Nos. 1 and 2 (Byron), respectively.

The amendments are in response to your application dated March 29, 2010 (Agencywide Documents Access and Management System Accession No. ML100880428). The amendments revise Technical Specifications (TSs) 5.5.7, "Reactor Coolant Pump [RCP] Flywheel Inspection Program," by extending the RCP motor flywheel inspection interval from the currently-approved 1O-yearinspection interval to an interval not to exceed 20 years, with certain exceptions. These revisions are in accordance with TS Task Force (TSTF) change traveler TSTF-421, "Revision to RCP Flywheel Inspection Program (WCAP-15666)," Revision O. The availability of this TS revision was announced in the Federal Register on October 22, 2003 (68 FR 60422) as part of the consolidated line item improvement process.

The license shall be deemed to contain and is subject to the conditions specified in the Commission's regulations set forth in 10 CFR Chapter I and is subject to all applicable provisions of the Act and to the rules, regulations and orders of the Commission now or hereafter in effect; and is subject to the additional conditions specified or incorporated below:

Maximum Power Level The licensee is authorized to operate the facility at reactor core power levels not in excess of 3586.6 megawatts thermal (100 percent rated power) in accordance with the conditions specified herein and other items identified in Attachment 1 to this license. The items identified in to this license shall be completed as specified. is hereby incorporated into this license.

Technical Specifications The Technical Specifications contained in Appendix A as revised through Amendment No. 163, and the Environmental Protection Plan contained in Appendix B, both of which are attached hereto, are hereby incorporated into this license. Emergency Planning In the event that the NRC finds that the lack of progress in completion of the procedures in the Federal Emergency Management Agency's final rule, 44 CFR Part 350, is an indication that a major substantive problem exists in achieving or maintaining an adequate state of emergency preparedness, the provisions of 10 CFR Section 50.54(s)(2) will apply.

Amendment No. 163

Programs and Manuals 5.5 5.5 Programs and Manuals 5.5.6 Pre-Stressed Concrete Containment Tendon Surveillance Program This program provides controls for monitoring any tendon degradation in pre-stressed concrete containments, including effectiveness of its corrosion protection medium, to ensure containment structural integrity. The program shall include baseline measurements prior to initial operations. The Tendon Surveillance Program, inspection frequencies, and acceptance criteria shall be in accordance with Section XI, Subsection IWL of the ASME Boiler and Pressure Vessel Code and applicable addenda as required by 10 CFR 50.55a, except where an alternative, exemption, or relief has been authorized by the NRC.

Determining pre stressing forces for inspections shall be consistent with the recornendat ions of Regulatory Guide 1.35.1, July 1990.

The provisions of SR 3.0.3 are applicable to the Tendon Surveillance Program inspection frequencies.

5.5.7 Reactor Coolant Pump Flywheel Inspection Program This program shall provide for the inspection of each reactor coolant pump flywheel in general conformance with the recommendations of Regulatory Position c.4.b of Regulatory Guide 1.14, Revision 1, August 1975.

For reactor coolant pump motor serial numbers 4S88P961 and IS88P961, in lieu of Regulatory Position c.4.bCl) and c.4.b(2), a qualified in-place UT examination over the volume from the inner bore of the flyWheel to the circle of one-half the outer radius or a surface examination CMT and/or PT) of exposed surfaces of the removed flywheel may be conducted at approximately 10 year intervals coinciding with the Inservice Inspection schedule as required by ASME Section XI.

For all other reactor coolant pump motors, in lieu of Regulatory Position c.4.bCl) and c.4.b(2), a qualified in-place UT examination over the volume from the inner bore of the flywheel to the circle of one-half the outer radius or a surface examination CMT and/or PT) of exposed surfaces of the removed flywheel may be conducted at an interval not to exceed 20 years.

1.0 INTRODUCTION

By license amendment request (LAR) dated March 29, 2010 (Agencywide Documents and Access Management System (ADAMS) Accession No. ML100880428), Exelon Generation Company, LLC (EGC, the licensee), requested changes to the Technical Specifications (TSs) for Braidwood Station, Units 1 and 2 (Braidwood), and Byron Station, Unit Nos. 1 and 2 (Byron).

The proposed changes would extend the reactor coolant pump (RCP) motor flywheel examination frequency from the currently-approved 10-year inspection interval to an interval not to exceed 20 years. These changes are consistent with TS Task Force (TSTF) traveler TSTF-421, "Revision to RCP Flywheel Inspection Program (WCAP-15666)," Revision 0, that has been approved generically for the Westinghouse Standard TSs, NUREG-1431. A notice announcing the availability of this proposed TS change using the Consolidated Line Item Improvement Process (CLlIP) was published in the Federal Register on October 22, 2003 (68 FR 60422).

The licensee confirmed that the proposed changes have been evaluated using the risk-informed processes described in Regulatory Guide (RG) 1.174, "An Approach for Using Probabilistic Risk Assessment in Risk-Informed Decisions on Plant-Specific Changes to the Licensing Basis,"

Revision 1, dated November 2002. Their evaluation concluded that WCAP-15666-A, "Extension of Reactor Coolant Pump Motor Flywheel Examination," is applicable to Braidwood and Byron, with the exception of two RCP motor/flywheel combinations discussed below, that were not included in the WCAP-15666-A evaluation.

2.0 REGULATORY EVALUATION

The function of the RCP in the reactor coolant system (RCS) of a pressurized-water reactor plant is to maintain an adequate cooling flow rate by circulating a large volume of primary coolant water at high temperature and pressure through the RCS. Following an assumed loss of power to the RCP motor, the flywheel, in conjunction with the impeller and motor assembly, provides sufficient rotational inertia to assure adequate primary coolant flow during RCP coastdown, thus resulting in adequate core cooling.

A concern regarding the overspeed of the RCP and its potential for failure led to the issuance of RG 1.14, "Reactor Coolant Pump Flywheel Integrity," Revision 1, dated August 1975. RG 1.14 describes a method acceptable to the Nuclear Regulatory Commission (NRC) staff of addressing concerns related to RCP vibration and the possible effects of missiles that might result from the failure of the RCP flywheel. The need to protect components important to safety from such missiles are included in General Design Criterion 4, "Environmental and Dynamic Effects Design Bases," of Appendix A, "General Design Criteria for Nuclear Power Plants," to Title 10 of the Code of Federal Regulations (10 CFR), Part 50, "Domestic Licensing of Production and Utilization Facilities," which is applicable to plants that obtained their construction permits after May 21, 1971.

Specific requirements to have a RCP Flywheel Inspection Program consistent with RG 1.14 or previously-issued relaxations from the RG are included in the Administrative Controls Section of the TSs. The purpose of the testing and inspection programs defined in the TSs is to ensure that the probability of a flywheel failure is sufficiently small such that additional safety features are not needed to protect against a flywheel failure. The RG provides criteria in terms of critical speeds that could result in the failure of a RCP flywheel during normal or accident conditions. In addition to the guidance in RG 1.14, the NRC has more recently issued RG 1.174, which provides guidance and criteria for evaluating proposed changes that use risk-informed justifications.

A proposed justification for extending the RCP flywheel inspections from a 10-year inspection interval to an interval not to exceed 20 years was provided by the Westinghouse Owners Group (WOG) in topical report (TR) WCAP-15666, transmitted by letter dated August 24, 2001. The TR addressed the proposed extension for all domestic WOG plants. The NRC staff accepted the TR for referencing in license applications in a letter and safety evaluation (SE) dated May 5, 2003 (ADAMS Accession No. ML031250595).

3.0 TECHNICAL EVALUATION

The justification for the proposed change was provided in TR WCAP-15666, which the NRC staff accepted for referencing in license applications by a letter and SE dated May 5, 2003. The TR addresses the three critical speeds defined in RG 1.14: (a) the critical speed for ductile failure, (b) the critical speed for non-ductile failure, and (c) the critical speed for excessive deformation of the flywheel. The NRC staff found that the TR adequately addressed these issues and demonstrated that acceptance criteria, for normal and accident conditions defined in RG 1.14, would continue to be met for all domestic WOG plants following an extension of the inspection interval. The TR also provided a risk assessment for extending the RCP flywheel inspection interval. The NRC staff's review, documented in the SE for the TR, determined that

- 3 the analysis methods and risk estimates are acceptable when compared to the guidance in RG 1.174.

The NRC staff reviewed the subject LAR against WCAP-15666 and determined that the flywheels for which an extension of inspection frequency is being requested were, in fact, part of the Westinghouse evaluation as cited in Tables 2.1 and 2.2 of the WCAP. No conditions or commitments are required for adoption of this extension. Further, the Marble Hill Nuclear Generating Station (Marble Hill) flywheels discussed in the LAR were not evaluated under WCAP-15666 and, as noted below, are not covered by the extension request. In evaluating the LAR against CUIP TSTF-421, NRC staff has determined that the licensee's confirmation of applicability is correct.

The licensee has proposed one deviation from TSTF-421 that maintains the existing inspection frequency for two specific flywheels identified by serial number. The two alternate RCP flywheels were not included in the WCAP-15666 evaluation. They are integral elements of RCP motors that were originally designed and built for Marble Hill, which was cancelled in 1984. The licensee procured two original Marble Hill RCP motor/flywheel combinations and, subsequently, installed one RCP motor/flywheel combination in Byron Unit 1 during the spring 2005 Unit 1 refueling outage (serial number 1S88P961). The second is currently stored as a spare RCP motor/flywheel combination at Braidwood (serial number 4S88P961). While these two RCP motor/flywheel combinations can be utilized at either Braidwood or Byron, the Marble Hill flywheels are not interchangeable with the Braidwood and Byron RCP flywheels that were evaluated in WCAP-15666.

Because neither the installed Marble Hill RCP motor/flywheel nor the spare were included in the 2001 WCAP-15666-A evaluation, the conclusion of the WCAP justifying an extended RCP flywheel examination interval is not applicable for these two RCP flywheels. Therefore, the proposed TSs provide 1O-year examination requirements for the Marble Hill RCP flywheels and 20-year examination requirements for the WCAP-evaluated RCP flywheels.

In conclusion, the NRC staff finds that the regulatory positions in RG 1.14 concerning the three critical speeds are satisfied, and that the evaluation indicating that critical crack sizes are not expected to be attained during a 20-year inspection interval is reasonable and acceptable. The potential for failure of the RCP flywheel is, and will continue to be, negligible during normal and accident conditions. The NRC staff concludes that the basis for TSTF-421 applies to the flywheels cited, and that the change proposed to the Byron and Braidwood TS extending the inspection frequencies for the flywheels cited is, therefore, acceptable.

4.0 STATE CONSULTATION

In accordance with the Commission's requlations, the Illinois State official was notified of the proposed issuance of the amendments. The State official had no comments.

5.0 ENVIRONMENTAL CONSIDERATION

The amendments change requirements with respect to installation or use of a facility's components located within the restricted area, as defined in 10 CFR Part 20. The NRC staff has determined that the amendments involve no significant increase in the amounts, and no

-4 significant change in the types, of any effluents that may be released offsite, and that there is no significant increase in individual or cumulative occupational radiation exposure. The Commission has previously issued a proposed finding that the amendments involve no significant hazards consideration, and there has been no public comment on such finding (75 FR 27827; May 18, 2010). Accordingly, the amendments meet the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(9). Pursuant to 10 CFR 51.22(b), no environmental impact statement or environmental assessment need be prepared in connection with the issuance of the amendments.

6.0 CONCLUSION

The Commission has concluded, based on the considerations discussed above, that: (1) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner; (2) such activities will be conducted in compliance with the Commission's regulations; and (3) the issuance of the amendments will not be inimical to the common defense and security or to the health and safety of the public.
