SOUTH TEXAS PROJECT ELECTRIC GENERATING STATION, UNITS 1 AND 2 - NRC EXAMINATION REPORT 05000498/2010301; 05000499/2010301
Dear Mr. Halpin:
On May 27, 2010, the U.S. Nuclear Regulatory Commission (NRC) completed an initial operator license retake examination at South Texas Project Electric Generating Station, Units 1 and 2.
The enclosed report documents the examination findings and licensing decisions. A telephonic exit meeting was conducted on June 7, 2010, with Mr. Ken Struble, Supervisor Operations Training, who was provided the NRC licensing decision.
The retake examination included the evaluation of one applicant for reactor operator license and was comprised of the written examination. The applicant passed the operating test during the December 2009 initial license examination. The license examiner determined that the applicant satisfied the requirements of 10 CFR Part 55, and the appropriate license has been issued.
There were no post-examination comments submitted by your staff. The enclosure to this letter contains the details of this report.
No findings of significance were identified during this examination.

An NRC examiner evaluated the competency of one applicant for reactor operator license at South Texas Project Electric Generating Station, Units 1 and 2.
The licensee developed the written examination using NUREG-1021, "Operator Licensing Examination Standards for Power Reactors," Revision 9, Supplement 1. The written examination was administered by the licensee on May 27, 2010.
The examiner determined that the applicant satisfied the requirements of 10 CFR Part 55 and the appropriate license has been issued.

a. Scope
The NRC examiner reviewed the license application submitted to ensure the applicant satisfied relevant license eligibility requirements. The examiner also audited the license application in detail to confirm that it accurately reflected the subject applicants qualifications. This audit focused on the applicants experience and on-the-job training, including control manipulations that provided significant reactivity changes. Additionally, the examiner reviewed remedial actions by South Texas Project for the applicant to ensure the applicant met 10 CFR 55 and NUREG-1021 requirements for a retake examination.
b. Findings
No findings of significance were identified.
.2 Examination Development
a. Scope
The NRC examiners reviewed the written examination outline and draft examination submitted by the licensee against the requirements of NUREG-1021.
b. Findings
The NRC examiner provided outline and draft examination comments to the licensee.
The licensee satisfactorily completed comment resolution prior to examination administration.
The NRC examiner determined that the written examination initially submitted by the licensee was within the range of acceptability expected for a proposed examination.
.3 Operator Knowledge and Performance
a. Scope
On May 27, 2010, the licensee proctored the administration of the written examination to the applicant. The licensee staff graded the written examination, analyzed the results, and presented their analysis to the NRC on June 4, 2010.
b. Findings
No findings of significance were identified.
The applicant passed the written examination. The final written examination may be accessed in the ADAMS system under the accession number noted in the attachment.
There were no post-examination comments as indicated in the licensee submittal.
.4 Simulation Facility Performance
a. Scope
The NRC did not observe simulator performance because this was a retake of the written examination.
b. Findings

a. Scope
The NRC examiner discussed examination security with the facility to ensure compliance with 10 CFR 55.49 and NUREG-1021.
