OF FEBRUARY 3, 2010, TELECONFERENCE WITH FLORIDA POWER & LIGHT COMPANY, ON GENERIC LEDER 2004-02 (TAC NOS. MC4725 AND MC4726)
On August 6, 2009, Florida Power & Light Company (FPL, the licensee) and the Nuclear Regulatory Commission (NRC) held a public teleconference regarding Generic Letter (GL) 2004-02, "Potential Impact of Debris Blockage on Emergency Recirculation during Design Basis Accidents at Pressurized-Water Reactors." More specifically, the purpose of the meeting was to discuss FPL's March 19, 2009, responses (Agencywide Document and Management System (ADAMS) Accession Numbers ML090920410 and ML090930452) to the Nuclear Regulatory Commission (NRC) requests for additional information (RAls). From this August 6th teleconference, the NRC identified additional items that FPL would have to address in its March 19th submittal. Also, the NRC generated additional RAls, which were transmitted to the licensee via email on August 25,2009 (ADAMS Accession Number ML100351459). The licensee provided draft responses to these open items and additional RAls on December 4, 2009.
On February 3, 2010, FPL and the NRC held a public teleconference at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland, to discuss the licensee's December 4th draft responses regarding GL 2004-02 for Turkey Point, Units 3 and 4. A list of attendees is provided as an enclosure.
The NRC stated that this was an agenda setting call in preparation of a public meeting to closeout GL 2004-02 for Turkey Point. The licensee stated for this teleconference, the Unit 3 responses are bounded by the Unit 4 responses, so Unit 3 would not need to be discussed.
The NRC determined that the staff would have to verify the licensee's bounded argument by reviewing the Unit 3 responses, but until that determination, discussion on the Unit 3 responses would take place during this teleconference.
From the teleconference, the NRC identified items from the licensee's December 4th draft responses that would be discussed during the Turkey Point GL 2004-02 closeout public meeting. Also, the NRC generated additional clarifying RAls on the licensee's response for Item No. 11 s from the August 25, 2009, RAls. The licensee verbally provided a plan for addressing these RAls. The NRC stated this plan is OK but the staff would have to verify this plan by reviewing the written responses.
At the conclusion of the teleconference, the NRC stated its expectations for the GL 2004-02 closeout public meeting. The licensee will give the NRC a commitment of implementation for resolution. The NRC proposed dates of
- 2 April 20 - 21, 2010, for this public meeting. The licensee will confirm these dates once FPL members can check their schedules.
A member of the public participated in the teleconference. Public Meeting Feedback forms were not received.
