TURKEY POINT PLANT, UNIT NO. 4 - APPROVAL OF GSI-191/GL 2004-02 EXTENSION REQUEST (TAC NO. MC4726)
Dear Mr. Stall:
In a January 27, 2006, supplemental response to NRC Generic Letter (GL) 2004-02, Potential Impact of Debris Blockage on Emergency Recirculation During Design Basis Accidents at Pressurized Water Reactors, Florida Power and Light (FPL) described its activities directed at resolution of the Generic Safety Issue (GSI)-191 containment sump issue. FPL also stated that the Turkey Point staff recently realized that a passive strainer may not be practical for the Turkey Point units because of limited floor space, installation interferences, and potential passive module interference with future outage activities. FPL stated that these issues had caused FPL to consider active strainers for Turkey Point Unit 4. FPL added that there were unique technical challenges for an active strainer design that must be addressed, such as downstream effects, cable routing, emergency diesel loading, control board modifications, and development of a license amendment request.
In Attachment 1 to the January 27, 2006, letter, FPL provided bases for a conclusion that it is acceptable to extend the completion of the corrective actions for the issues discussed in GL 2004-02 until the Turkey Point 4 Spring 2008 refueling outage, scheduled to begin on April 27, 2008.
In Part 1 of Attachment 1 to the letter, FPL discussed the low risk associated with approval of the requested extension. Based on its calculations, FPL concluded that the additional risk associated with a four-month extension would be less than 1E-6.
In Attachment 1, FPL also discussed the following mitigative measures to be installed in the Fall 2006 refueling outage to improve existing margins :
FPL will remove 38 percent of the calcium silicate insulation debris that is transported to the sump FPL will install 400 square feet of additional sump screen area, an increase of 770 percent

- FPL will install debris interceptors at the entrances to the biological shield walls on the 14-foot elevation of the containment FPL will place screens on nonsealed 14-foot elevation biological shield wall openings.
The NRC staff has confidence that FPL has a plan that will result in the installation of final GSI-191 modifications that provide acceptable strainer function with adequate margin for uncertainties. Further, the NRC staff has concluded that FPL will put mitigation measures in place to adequately reduce risk for the requested short extension period, and that it is, therefore, acceptable to extend the completion date for the corrective actions for the issues discussed in GL 2004-02 until the completion of the Turkey Point 4 spring 2008 refueling outage, scheduled to begin on April 27, 2008. Should FPL elect to begin the outage more than 30 days after April 27, 2008, FPL will need to provide the NRC additional justification for further delay in completing corrective actions for GL 2004-02.
