UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D.C. 20555-0001 September 11, 2009 LICENSEE: Florida Power & Light FACILITY: Turkey Point Nuclear Generating Units 3 and 4

SUBJECT:

SUMMARY

OF AUGUST 6, 2009, CONFERENCE CALL WITH FLORIDA POWER & LIGHT, ON GENERIC LETTER 2004-02, "POTENTIAL IMPACT OF DEBRIS BLOCKAGE ON EMERGENCY RECIRCULATION DURING DESIGN BASIS ACCIDENTS AT PRESSURIZED-WATER REACTOR," RESPONSES (TAC NOS. MC4725 AND MC4726)

On August 6,2009, a Category 1 public conference call was held between the U.S. Nuclear Regulatory Commission (NRC) and Florida Power & Light Company (the licensee). The purpose of the call was to discuss the responses to NRC requests for additional information (RAls) for Generic Letter (GL) 2004-02, "Potential Impact of Debris Blockage on Emergency Recirculation during Design Basis Accidents at Pressurized-Water Reactors." A list of participants is enclosed.

The licensee summarized its Turkey Point Units 3 and 4 responses to NRC RAls regarding GL 2004-02 (See the Agencywide Documents Access and Management System (ADAMS)

Accession No. ML090920410 and ML090930452). The licensee clarified and explained in detail the tests and analyses performed to address the NRC RAls, which are included in the responses.

The NRC staff queried the licensee about its responses to determine whether supplemental information is needed. The staff's questions focused on areas where there had been issues with previous GL 2004-02 responses and asked for clarification on the analyses that were performed for Turkey Point. Some example questions that the staff asked were to describe the break selection for debris transport, the area around the strainers and debris interceptors, and the amount of flow over the interceptors when more particulate is present on the debris bed.

The licensee plans to provide supplemental information to the questions needing further explanation than provided during the meeting. The supplemental information will be available in ADAMS when submitted by the licensee.
