OF OCTOBER 13, 2009, PUBLIC CONFERENCE CALL WITH SNC, REGARDING THE REQUEST FOR ADDITIONAL INFORMATION (RAI)
PERTAINING TO GENERIC LETTER (GL) 2004-02 (TAC NOS. MC4727 AND MC4728)
On October 13, 2009, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of SNC (the licensee), via a conference call.
The purpose of the conference call was to discuss the licensee's planned overall path forward regarding the response to the NRC's RAI pertaining to GL 2004-02, "Potential Impact of Debris Blockage on Emergency Recirculation during Design Basis Accidents at Pressurized-Water Reactors," dated December 2,2008 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML083100142), for VEGP.
This meeting focused on the questions that the NRC staff requested additional information on during the public conference call held August 13, 2009 (RAI Nos. 1, 3, 4, 7, 11, 16, 28, and 29).
Additionally, the licensee briefly described the alternative plan and schedule for the RAls that are being addressed generically. Based on the licensee's discussion, there were three issues that need further information (RAI Nos. 11, 16, and 29). These items include dearation, curb lift-over, and chemical effects. Additionally, RAI Nos. 1 and 3 (pertaining to zone of influence and erosion) are being addressed generically. The NRC staff agreed that additional discussions should be withheld until after a decision is made regarding the resolution of the generic issues.
Once a decision is made, one additional public conference call will be held to address all remaining issues, tentatively scheduled for January 2010.
By letter dated November 7, 2008, SNC committed to VEGP to be in compliance with the regulatory requirements listed in the applicable regulatory requirements section of GL 2004-02 by November 20, 2009. Based on the October 13th public conference call, the NRC staff agreed that SNC should refrain from submitting responses to the NRC staff's RAI dated December 2, 2008, until the generic issues have been resolved.
