UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D.C. 20555-0001 August 31, 2009 LICENSEE:

Southern Nuclear Operating Company, Inc.

FACILITY:

Vogtle Electric Generating Plant, Units 1 and 2

SUBJECT:

SUMMARY

OF AUGUST 13, 2009, PUBLIC CONFERENCE CALL WITH SOUTHERN NUCLEAR OPERATING COMPANY, INC. (SNC), ON THE REQUEST FOR ADDITIONAL INFORMATION PERTAINING TO GENERIC LETTER 2004-02 (TAC NOS. MC4727 AND MC4728)

On August 13, 2009, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of SNC (the licensee), via a conference call.

The purpose of the conference call was to discuss the licensee's planned overall path forward regarding the response to the NRC's request for additional information (RAI) pertaining to Generic Letter 2004-02, "Potential Impact of Debris Blockage on Emergency Recirculation during Design Basis Accidents at Pressurized-Water Reactors," dated December 2,2008 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML083100142), for Vogtle Electric Generating Plant, Units 1 and 2.

The licensee discussed their plan forward for each of the 29 RAI questions. The discussion allowed the NRC staff to identify to the licensee any significant misinterpretation or deficiency in its proposed RAI response. The NRC staff requested additional details on eight of the questions (RAI Nos. 1,3,4,7, 11, 16,28, and 29). These items (with the exception of RAI No. 28, which is being addressed generically) will be discussed further during a follow-up public meeting at a future date (tentatively the first week of October). In addition, the NRC staff requested a follow-up call in about two weeks to discuss RAI No. 29. The NRC staff also requested that the licensee discuss its head loss testing results at the public meeting. The NRC staff believes that, based on the licensee's planned path forward, the other 21 questions should be addressed satisfactorily in the licensee's formal RAI response.

- 2 No proprietary information was discussed at the meeting. Members of the public, including industry and vendor representatives, dialed-in via phone. Public Meeting Feedback forms were not received. A list of attendees is enclosed. Please direct any inquiries to me at 301-415-1864, or donna.wright@nrc.gov.
