NOTICE OF AVAILABILITY OF THE DRAFT PLANT-SPECIFIC SUPPLEMENT 39 TO THE GENERIC ENVIRONMENTAL IMPACT STATEMENT FOR LICENSE RENEWAL OF NUCLEAR PLANTS (GEIS) REGARDING PRAIRIE ISLAND NUCLEAR GENERATING PLANT, UNITS 1 AND 2 (TAC NO. MD8528 AND MD8529)
Dear Mr. Schimmel:
The U.S. Nuclear Regulatory Commission (NRC) staff has completed the draft plant-specific Supplement 39 to NUREG-1437, ?Generic Environmental Impact Statement for License Renewal of Nuclear Plants (GEIS),@ regarding the renewal of operating licenses DPR-42 and DPR-60 for an additional 20 years of operation for Prairie Island Nuclear Generating Plant, Units 1 and 2. Enclosed is a copy of the draft supplement and the associated Federal Register Notice of Availability. This notice advises the public that the draft supplement is publicly available at the NRC Public Document Room (PDR) or from the NRC=s Agencywide Documents Access and Management System (ADAMS). ADAMS is accessible from the NRC website at http://adamswebsearch.nrc.gov/dologin.htm. The Accession Number for the draft Supplement 39 to the GEIS is ML093170484. In addition, the draft Supplement 39 is available for public inspection at the following location: Red Wing Public Library, 225 East Avenue, Red Wing, Minnesota, 55066.
As discussed in Section 9.4 of the draft supplement, the preliminary recommendation of the staff is that the adverse environmental impacts of license renewal for Prairie Island Nuclear Generating Plant, Units 1 and 2 are not so great that preserving the option of license renewal for energy planning decision makers would be unreasonable. This recommendation is based on:
(1) the analysis and findings in the GEIS; (2) the Environmental Report submitted by Northern State Power Company; (3) consultation with Federal, State, and local agencies; (4) the staff=s own independent review; and (5) the staff=s consideration of public comments received during the scoping process.
Public meetings, one in the afternoon and one in the evening, will be held during the comment period. A meeting notice will be published once the date, time, and location of the meetings have been finalized.
A separate Notice of Availability of the draft supplemental environmental impact statement will be placed in the Federal Register through the U.S. Environmental Protection Agency.
