EDWIN I. HATCH NUCLEAR PLANT, UNIT NOS. 1 AND 2 - REQUEST FOR ADDITIONAL INFORMATION REGARDING GENERIC LETTER 2008-01, "MANAGING GAS ACCUMULATION IN EMERGENCY CORE COOLING, DECAY HEAT REMOVAL, AND CONTAINMENT SPRAY SYSTEMS" (TAC NOS. MD7833 AND MD7834)

Dear Mr. Ajluni:

By letters to the Nuclear Regulatory Commission (NRC) dated October 10, 2008, and August 24,2009, Southern Nuclear Operating Company Inc. (SNC, the licensee), provided a response to Generic Letter (GL) 2008-01 for Edwin I. Hatch Nuclear Plant, Unit Nos. 1 and 2.

On the basis of the provided information, the NRC staff has concluded that the enclosed additional information is required to determine that the licensee has acceptably demonstrated "that the sUbject systems are in compliance with the current licensing and design bases and applicable regulatory requirements, and that suitable design, operational, and testing control measures are in place for maintaining this compliance" as stated in GL 2008-01.

Accession Nos. ML082880119 and ML092370483, respectively), Southern Nuclear Operating Company Inc. (SNC, the licensee), provided a response to Generic Letter (GL) 2008-01 for Edwin I. Hatch Nuclear Plant, Unit Nos. 1 and 2. On the basis of the provided information, the NRC staff has concluded that the enclosed additional information is required to determine that the licensee has acceptably demonstrated "that the subject systems are in compliance with the current licensing and design bases and applicable regulatory requirements, and that suitable design, operational, and testing control measures are in place for maintaining this compliance" as stated in GL 2008-01.

Guidance on NRC staff expectations is provided by Reference 1, which is generally consistent with Nuclear Energy Institute (NEI) guidance provided to industry in Reference 2, as clarified in later NEI communications, The NRC staff recommends that the licensee consult Reference 1 when responding to the following request for additional information:

Provide a regulatory commitment and a schedule for applying the Tec~lnical Specification Task Force process to any technical specification changes resulting from GL 2008-01.

2.

SNC letter dated August 24,2009, states that the procedure, 42EN-MON-001-0, "Gas Accumulation Monitoring and Trending." was implemented on November 19, 2008. The NRC staff requests the following additional information relative to this procedure:

a)

Summarize the monitored locations along with the associated surveillance methods; b)

Discuss the surveillance intervals for the monitored locations, including justifications for surveillance intervals greater than a month; c)

Provide the surveillance criteria; d)

Discuss actions to be taken if surveillance criteria are not met; e)

State whether all voids identified will be quantified, recorded, and entered into the corrective action program.

Describe any process improvements made to guard against gas intrusion due to inadvertent draining, system realignments, incorrect maintenance procedures, or other evolutions.

4.

Training was not identified in GL 2008-01 but is considered to be a necessary part of applying procedures and other activities when addressing the issues identified in GL 2008-01. Briefly discuss training.
