NOTICE OF INTENT TO PREPARE AN ENVIRONMENTAL IMPACT STATEMENT AND CONDUCT SCOPING PROCESS FOR LICENSE RENEWAL FOR THE SALEM NUCLEAR GENERATING STATION UNITS 1 AND 2, AND THE HOPE CREEK GENERATING STATION
Dear Mr. Joyce:
The U.S. Nuclear Regulatory Commission staff (NRC or the staff) has received your applications dated August 18, 2009, for the renewal of the Operating Licenses DPR-70, DPR-75, and NPF-57 for Salem Nuclear Generating Station (SALEM) Units 1 and 2, and Hope Creek Generating Station (HCGS), respectively. In support of each application and in accordance with Title 10 of the Code of Federal Regulations (10 CFR) Part 51 and 10 CFR Part 54, Public Service Enterprise Group Nuclear, LLC (PSEG Nuclear) and Exelon Generation Company, LCC (EGC) also submitted environmental reports (ER) for SALEM and HCGS. This letter provides information related to the staffs environmental reviews of the applications.
The NRC has prepared a notice of intent advising the public that the NRC intends to gather information necessary to prepare a plant-specific supplement to the Commissions Generic Environmental Impact Statement for License Renewal of Nuclear Plants, (NUREG-1437) related to the review of the applications for the renewal of the SALEM and HCGS operating licenses. Enclosed is a copy of the Notice of Intent, which have been forwarded to the Office of the Federal Register for publication.
Pursuant to 10 CFR 51.28, PSEG Nuclear and EGC are invited to participate in the environmental scoping process. As discussed in the enclosed notice, the staff is providing the public with the opportunity to participate in two environmental scoping meetings to be held Thursday, November 5, 2009. The meetings will be held at Salem County Emergency Services Building, 135 Cemetery Road, Woodstown, New Jersey 08098. The first session will be held in the afternoon, and the second session, covering the same subjects, will be held in the evening.
The NRC will present an overview of the environmental review process and will describe how the process will be implemented for the review of the SALEM and HCGS license renewal applications.
A separate NRC meeting notice with a more detailed agenda is forthcoming. You will be provided a copy of that notice.
