- Linda, By letter dated March 31, 2009, Southern California Edison submitted proposed changes to the Emergency Plan (E-Plan) for the San Onofre Nuclear Generating Station (SONGS) Units 1, 2, and 3.
The proposed E-Plan changes would incorporate new Emergency Action Levels (EALs), based on the methodology outlined in NEI 99-01, Revision 5, "Methodology for Development of emergency Action Levels," February 2008.
The purpose of this e-mail is to provide the results of the U.S. Nuclear Regulatory Commission (NRC) staff's acceptance review of this E-Plan change request. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.
Consistent with 10 CFR Part 50, Appendix E, of the Code of Federal Regulations (10 CFR 50),
a revision to an emergency action level must be approved by the NRC before implementation if,
"[t]he licensee is changing from one emergency action level scheme to another emergency action level scheme.,,"
The NRC staff has reviewed your application and concluded that it does provide technical information in sufficient detail to enable the staff to proceed with its detailed technical review and make an independent assessment regarding the acceptability of the proposed changes in terms of regulatory requirements and the protection of public health and safety and the environment. The staff is currently developing a request for additional information, which will be provided to you shortly by separate correspondence.
