SECTION 2.4 (TAC NO. MD9769)

Dear Mr. Costanzo:

By letter dated September 30, 2008, as supplemented by letter dated January 23, 2009, FPL Energy Duane Arnold, LLC, submitted an application pursuant to Title 10 of the Code of Federal Regulation Part 54 (10 CFR Part 54) for renewal of Operating License DPR-49 for the Duane Arnold Energy Center. The staff of the U.S. Nuclear Regulatory Commission (NRC or the staff) is reviewing this application in accordance with the guidance in NUREG-1800, Standard Review Plan for Review of License Renewal Applications for Nuclear Power Plants. During its review, the staff has identified areas where additional information is needed to complete the review. The staffs requests for additional information are included in the enclosure. Further requests for additional information may be issued in the future.

ENCLOSURE REQUEST FOR ADDITIONAL INFORMATION SECTION 2.4 LICENSE RENEWAL APPLICATION FOR DUANE ARNOLD ENERGY CENTER DOCKET NO. 50-331 RAI 2.4.2-1 Section 3.4.1.1.4.4 of the Duane Arnold Energy Center (DAEC) UFSAR states that the control building access door #421 that provides access to the admin building has a stoplog that prevents the battery rooms and switchgear rooms from flooding. However, these stoplogs are not mentioned as being in scope of license renewal in Table 2.4-2 of the DAEC LRA. Please justify the exclusion of these stoplogs from the scope of license renewal.

RAI 2.4.2-2 Section 3.4.1.1.4.9 of the DAEC UFSAR states that some access doors in the Low-Level Radwaste Processing facility have been provided with steel stoplogs to prevent flooding of several sections of the facility. However, the stoplogs for the selected doors are not mentioned in Table 2.4-1 of the DAEC LRA. Please justify the exclusion of these stoplogs from the scope of license renewal.

RAI 2.4.8-1 Section 3.4.1.1.4.6 of the DAEC UFSAR states that Door No. 500 requires flood protection stoplogs to prevent water from entering the emergency and RHR service water pump areas.

However, the stoplogs for the aforementioned door is not mentioned in Table 2.4-8 of the DAEC LRA. Please justify the exclusion of these stoplogs from the scope of license renewal.

RAI 2.4.11-1 Section 3.4.1.1.4.2 of the DAEC UFSAR states that some access doors in the turbine building require stoplog protection in order to prevent flooding of the building. However, the stoplogs for the selected doors are not mentioned in Table 2.4-11 of the DAEC LRA. Please justify the exclusion of these stoplogs from the scope of license renewal.
