The U.S. Nuclear Regulatory Commission staff has reviewed the license renewal application submitted by FPL Energy Duane Arnold, LLC, in support of its application for license renewal for the Duane Arnold Energy Center (DAEC). The staff plans to conduct its Aging Management Program site audit at DAEC during the week of August 10, 2009. The audit plan is enclosed. License Renewal Aging Management Audit Plan Duane Arnold Energy Center

1. Background By letter dated, September 30, 2008, as supplemented by letter dated January 23, 2009, FPL Energy Duane Arnold, LLC (the applicant), submitted to the U.S. Nuclear Regulatory Commission (NRC) its application for renewal of Operating License No. DPR-49 for the Duane Arnold Energy Center (DAEC). The applicant states that many of the aging management programs (AMPs) that they propose for license renewal are consistent with the Generic Aging Lessons Learned (GALL) report. This staffs audit is intended to verify the applicants assertions.
2. Regulatory Audit Bases License renewal requirements are specified in Title 10 of the Code of Federal Regulations (CFR), Part 54 (10 CFR Part 54), Requirements for Renewal of Operating Licenses for Nuclear Power Plants, and the guidance is provided in NUREG-1800, Rev. 1, Standard Review Plan for Review of License Renewal Application for Nuclear Power Plants (SRP-LR), dated September 2005 and NUREG-1801, Rev. 1, Generic Aging Lessons Learned (GALL) Report, dated September 2005.
3. Regulatory Audit Scope The scope of this audit, for the Duane Arnold Energy Center, is those plant AMPs that the applicant takes credit as being consistent with a GALL program. For those programs that the applicant claims consistency, it is incumbent on the applicant to ensure that the plant AMP is consistent with the elements of the referenced GALL program.
4. Information and Other Material Necessary for the Regulatory Audit The project team should review the license renewal application, the AMP basis documents and other applicant supporting documents as appropriate.

6. Logistics The audit will be conducted at the Duane Arnold Energy Center from August 10, 2009 until August 14, 2009. Entrance and exit briefings should be held at the beginning and end of this audit, respectively.
7. Deliverables An audit report should be issued to the applicant in 90 days from the end of the audit.
