OF SEPTEMBER 16, 2008, MEETING WITH PROGRESS ENERGY FLORIDA, INC., TO DISCUSS UPCOMING STEAM GENERATOR REPLACEMENT ACTIVITIES AT CRYSTAL RIVER UNIT 3 (TAC NO. MD9547)

On September 16, 2008, a Category 1 public meeting was held between the Nuclear Regulatory Commission (NRC) and representatives of Florida Power Corporation (the licensee), now doing business as Progress Energy Florida, Inc. (PEC), at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss topics related to the upcoming planned replacement of the Crystal River Unit 3 (CR3) steam generators. The licensee plans to perform the replacement during the plant refueling outage that is scheduled to begin on September 26, 2009. A list of attendees is enclosed. The licensee's slide presentation may be accessed from the NRC's Agencywide Documents Access and Management System Accession No. ML082671004.

During the meeting, the licensee provided an overview of the overall project, planned modifications, and related licensing activities. The licensee's presentation covered the following topics:

Steam Generator Replacement (SGR) Project Strategy SGR Scope Pre-outage Milestone Schedule Oconee Tube wear Root Cause Experience Steam Generator Changes from Oconee and Arkansas Nuclear One (ANO)

Babcock and Wilcox Canada Once Through Steam Generator Progress Energy Vendor Oversight Licensing Actions The licensee described that the SGR project is managed by PEC based on extensive industry benchmarking and the design activities are managed by its staff, while using experienced contract design engineers. Also, major activities (construction management, lifting and rigging, containment analyses, etc.) are being performed by the proven industry contract organizations.

Further, the licensee discussed how it applied the Oconee tube wear root cause experience and the ANO operating experience into the CR3 engineering evaluation of design changes. The licensee pointed out that engineering change packages are scheduled to be completed in September 2008, and most of the other pre-outage activities will be completed during the summer of 2009. The steam generators are scheduled to be delivered to the site on July 16, 2009.

No commitments or regulatory decisions were made by the NRC staff during the meeting.
