Calvert Cliffs Nuclear Power Plant Unit Nos. 1 & 2; Docket Nos. 50-317 & 50-318 License Amendment Request: Application for Technical Specification Change TSTF-49I, Removal of the Main Steam and Main Feedwater Valve Isolation Time from Technical Specifications Using Consolidated Line Item Improvement Process

REFERENCE:

(a) 71 FR 78472, dated December 29, 2006, Technical Specification Improvement to Remove the Main Steam and Main Feedwater Valve Isolation Time from Technical Specifications Using the Consolidated Line Item Improvement Process Pursuant to 10 CFR 50.90, Calvert Cliffs Nuclear Power Plant, Inc. hereby requests an amendment to Renewed Operating License Nos. OPR-53 and DPR-69 to modify Technical Specification requirements by removing the specific isolation times for the main steam isolation valves from the associated Technical Specification Surveillance Requirements. This proposed amendment request is based on the Nuclear Regulatory Commission staffs model app lication described in Reference (a). We are adopti ng only the main steam isolation valve portion of Technical Specification Task Force-491 because the isolation times for the feedwater isolation valves are already incorporated into the Inservice Testing Program as described in Technica l Specification Surveillance Requirement 3.7.15.1.

Attachment ( 1) provides a description of the proposed change, the requested confirmation of applicabi lity and plant specific regulatory commitments. Attachment (2) provides the marked up Technical Specification pages. Attachment (3) provides the marked-up Technical Specification Bases pages for information only.

Safety Com mittee Review The Plant Operations Review Committee has reviewed the proposed change and concurs that operation with the proposed change will not result in an undue risk to the health and safety of the public.

Document Control Desk August 28, 2008 Page 2 Schedule Calvert Cliffs requests approval of the proposed License Amendment by September 1,2009. We request an implementation period of 60 days to allow for operator training and the required procedure changes.
