Mr. John Hguyen:

This letter contains the response to the request for additional information dated May 12, 2008 and a proposal to include additional Technical Specifications to Chapter 14 of the Safety Analysis Report.

Response to question 1:

Existing UMRR procedures and emergency plan are designed to reduce exposure to individual members of the public if an accidental release of radioactive effluents were to occur. The reactor staff would immediately initiate emergency procedures to mitigate exposure to UMRR personnel and individual members of the public. The Radiation Safety Officer would be notified of the emergency and :Campus Police would have control of the outside building area in matter of minutes once their assistance was requested.

UMRR conducts routine practice drills for a building evacuation; which include efforts to reduce the consequences of an emergency situation, turning off vent fans, reporting to a rendezvous area where emergency equipment is stored, and calling for needed assistance. Meetings with campus and off-site personnel are conducted annually to review the emergency plan and discuss actions to be taken during a radiological emergency situation.

In order to comply with the updated requirements of 10 CFR 20, the UMRR proposes to reduce the maximum power of an in-pool fueled experiment to 25 watts, which would result in a maximum effective dose of 46 mrem in the unrestricted areas immediately adjacent to the reactor building. This is an extremely conservative number, in that it assumes no radioactive decay (which would significantly reduce the concentration of several constituents over a 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> period), essentially complete release of all radionuclides from the reactor building within 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />, and that an individual would be able to loiter immediately adjacent to the reactor building for the 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> following an accident which resulted in the immediate evacuation of the reactor building.

The original dose calculations were reconstructed and used to rewrite Section 13.1.1. to reflect the new maximum power for in-pool fueled experiments, as well as to include -the additional*

details requested by the US NRC. The new section 13.1.1 is attached. The Technical Specifications for the UMRR will be revised accordingly.

Response to question 2:

Attached with this letter is an annual report of the financial status of the UMR campus.

Response to question 3:

The latest decommissioning costs (fourth quarter of 2007) for UMRR are listed as follows:

Washington Site (not using venders): $2,739,965 Washington Site (using venders): $1,944,691 South Carolina Site, Non-Atlantic (not using venders): $5,809,757 South Carolina Site, Non-Atlantic (using venders): $2,858,448 The decommissioning cost is based from the first 'decommissioning cost found in 1990. The 1990 decommissioning cost of $816,000 Was determined by averaging costs of preyiously decommissioned university reactors and cost estimates from other research reactors of comparable size. NUREG- 1307 rev. 12 was followed to determine the decommissioning cost for the fourth quarter of the year 2007.

The following equation from NUREG-1307 rev. 12 was utilized to find the updated decommissioning cost:

The fractions A, B, and C are defined in-NUREG-1307 rev. 12. The factor Lx is based on the Employment Cost Index found at the US Bureau of Labor Statistics webpage (www.bls.gov/data). 14.1.2 Definitions administrative controls - those organizational and procedural requirements which are established by the Commission and/or the facility management.

ALARA - as low as is reasonably achievable.

Commission - the U.S. Nuclear Regulatory Commission (or NRC).

configuration - the specific arrangement of specific fuel elements and control rods in the grid plate to constitute a reactor core.

core - the general arrangement of fuel elements and control rods.

critical - when the effective multiplication factor (keff) of the reactor is equal to unity.

grid plate - the structural member which supports the fuel elements.

licensee - the Board of Curators of the University of Missouri.

limiting conditions for operation (LCO) - the lowest functional capability or14 performance levels of equipment required for safe operation of the facility.[ -6]

limiting safety system settings (LSSS) - settings for automatic protective devices related to those variables having significant safety functions. Where a limiting safety system setting is specified for a variable on which a safety limit has been placed, the settingshall be so chosen that automatic protective 14-6) action will correct the abnormal situation before a safety limit is exceeded.[

reactivity limits - those limits imposed on reactor core excess reactivity based upon a reference core condition.

reactor safety systems - those systems, including their associated input channels, which are designed to initiate automatic reactor protection or to provide information for initiation of manual protective action.

reportable occurrence - any of the conditions described in section 14.6.7.2 of these specifications.

safety channel - a measuring or protective channel in the reactor safety system.

safety limits (SL) - limits on important process variables which are found to be necessary to reasonably protect the integrity of certain physical barriers which guard against the uncontrolled release of radioactivity.114-61 (The principal physical barrier is the fuel cladding.)

scram time - the elapsed time between reaching a limiting safety system set point and the time when a control rod is fully inserted.

startup source - a spontaneous source of neutrons which is used to provide a channel check of the startup (fission chamber) channel.

true value - the actual value of a parameter.

14.3.1 Reactor Core Parameters Specifications:

(5) The regulating rod shall be worth no more than 0.7% delta k/k in reactivity.

Bases:

(5) Since the regulating rod is used for automatic control, it is prudent to limit its reactivity worth to less than the delayed neutron fraction, so that a prompt neutron criticality cannot inadvertently be caused by its total withdrawal.

14.3.5 Ventilation System Applicability: This specification applies to all ventilation fans and the associated intakes and exhausts.

Objective: To provide for normal building ventilation and the reduction of airborne radioactivity within the reactor bay during reactor operation.

Specification: A ventilation fan with a capacity of at least 4,500 cubic feet per minute (cfm)

(127.4 m 3/min) shall be turned on when the reactor is at full power.

Bases: Experience has shown that during normal operation this specification is sufficient to maintain radioactive gaseous effluents below 10 CFR 20 (Appendix B) limits. Section 11.1.1 of the Safety Analysis Report shows that releasing the air does not unduly expose the public..

14.4.2.1. Shim/Safety Rods and Regulating Rod Applicability: This specification applies to the surveillance requirements for the shim/safety rods and the regulating rod.

Specifications:

(3) The regulating rod worth shall be measured whenever the rod is installed in a new core configuration.

Bases:

(3) The determination of the regulating rod worth is to make certain that its value does not exceed the delayed neutron fraction.

14.4.7 Experiments Applicability: These specifications apply to the specific surveillance activities related to experiments.

Objectives: To make certain that all of the restrictions on experiments in Specification 14.3.7 are met.

Specification: Preparation of samples to be irradiated and of experiments to be performed at the reactor shall be done in accordance with proper prescribed procedures.

Bases: The preparation of samples and experiments by proper techniques means laboratory safety is better assured.

14.5. 3.5 Startup Source A neutron source is available of such a strength as to satisfy the requirements that the count rate is greater than 2 counts per second during a cold reactor startup.

14.6. 1.4 Training, When the reactor is being used for training purposes the following conditions shall be met:

(1) Students and Trainees may operate the reactor under the direct supervision of a licensed Reactor Operatorprovided the excess reactivity is less than 0.7% delta k/k.

(2) Trainees may operate the reactor under the direct supervision of a Senior Reactor Operator when the excess reactivity is equal to or greater than 0.7% delta k/k and less than 1.5% delta k/k.

13.1.1 Maximum Hypothetical Accident - Failure of a Fueled Experiment In this subsection an analysis is performed to assess the hazard associated with the failure of an experiment in which fissile material has been irradiated in the reactor. It is assumed that a capsule containing irradiated fissile material breaks and a portion of the fission product inventory becomes airborne. The consequences of the release are analyzed for both the reactor staff and general public. Since the potential impact of this postulated accident is greater than in any other accident analyzed, the failure of a fueled experiment is designated as the maximum hypothetical accident, MHA, for the UMRR.

The limiting criterion used in the analysis of a fueled experiment is the power generated within the irradiated fissile material. In this analysis the consequences of a failed experiment generating 1 W and 25 W, respectively, were studied. The fission products expected to become airborne, in the case where the experiment capsule were to lose its integrity, are noble gases and elemental iodine. Other fission products and actinides are not volatile at the temperature (which is essentially room temperature) at which the fueled experiment would be performed. Technical Specifications allow a fueled experiment generating up to 1 watt to be run anywhere in the reactor building. The amount of noble gases and radioiodine assumed to be released are 100% of the noble gases and 50% of the iodine inventory [13.-1]. Technical Specifications require fueled experiments generating more than 1 watt to be irradiated in the reactor pool under at least 16 feet of water. Credit for the absorption of iodine in water can be taken [13-6]. This partition factor amounts to 10, i.e. only about 10% of the total iodine inventory would reach the Reactor Building atmosphere in an accident.

As a conservative assumption, the irradiation time was considered to be infinite.

Therefore, the fission product inventory used in the analysis represents for some long-lived radionuclides, e.g. Kr-85, most likely an overly conservative value. Furthermore, it was assumed that the fission products are instantaneously released and uniformly distributed in the Reactor Building air. The free volume of the Reactor Building is approximately 1.7 x 103 m 3 (6.0 x 104 ft3).

Table 13.1 on the following page presents relevant data for the primary fission product gases of interest [13-3] including half-life, saturation activities following an infinite irradiation and initial building concentrations (X0 Bld). From this data the external dose rate (mrem/hr) due to y and P3 radiation was calculated using these relationships [13-4]:

From past trials, it is known that the reactor building can be evacuated within three minutes. For the purpose of this analysis it is assumed that the time elapsed between the release of radioactivity and the end of the evacuation is five minutes. Therefore it is assumed that the exposure time to members of the reactor staff is five minutes. For the 25 W case it is assumed that the experiment would be run at the reactor core within the pool water. As previously mentioned, in the calculation of the iodine concentration in the reactor building air a retention factor of 10 was assumed for the reactor pool. In Table 13.4 the radiation doses to reactor staff is presented assuming a five minute total exposure time for both the 1 W and 25 W cases. The effective dose is calculated using the International Commission on Radiation Protection (ICRP) recommended tissue weighting factors (0.01 for the skin dose and 0.04 for the thyroid dose) [13-19].

All openings for the reactor building could easily be sealed from the outside in the case of an emergency. Another conservative assumption was made in that no radioactive decay, hence- no decrease in the source strength, was taken into account while calculating the dose rates outside of the reactor building. The radionuclide concentration just outside of the reactor building was calculated using the building wake dispersion factor of 2.0 x 10-2 sec/m 3 (5.66 x 1074 s/ft3). The total dose exterior to the building assumes that the effected individual remains immediately adjacent to the reactor building for the entire 24-hour period in which the fission products are being released.

The resulting doses just outside the reactor building were calculated using the aforementioned methodology and are presented in Table 13.4. The resulting effective dose associated with the failure of a 25 watt fueled experiment is 46 mrem. This dose is a factor of two lower than the IOCFR Part 20 annual limit of 100 mrem exposure to individuals in unrestricted areas. The effective dose associated with the failure of a 1 watt fueled experiment is 7 mrem.

It can be concluded from the analysis presented here that experiments using fissile materials can be irradiated at the UMRR within the power limits analyzed in this subsection. The analysis has shown that there is no lundue hazard to the general public or to the reactor staff in the hypothetical case of a failed experiment as postulated and analyzed.

The 1990 decommissioning cost of $816,000 was determined by averaging costs of previously decommissioned university reactors and cost estimates from other research reactors of comparable size. NUREG-1307 rev. 12 was followed to determine the decommissioning cost for the'fourth quarter of the year 2007.

The factor was found using the data for the Midwest~region (US Bureau of Labor Statistics data series ecu 13302i) for years 1990 and 2007. The factor E, was based on the Producers Price Index for both industrial electrical power and light fuel. oils (US Bureau of Labor Statistics data series wpu0543 and wpu0573 respectively) for years 1990 and 2007.
