Vermont Yankee This afternoon one side of a non-safety cooling tower cell collapsed. The cause of the collapse is under investigation. There were no injuries.

The non-safety cooling tower cells provide cooling to the circulating water system. Circulating water provides cooling to the non-safety main condenser, They are necessary to ensure that State of Vermont river thermal discharge limits are not exceeded.

After the failure, the licensee reduced power to forty-eight percent. Circulating water flow to the tower was then secured. The plant is stable. The licensee is monitoring circulating water discharge temperature and will adjust plant power as necessary to stay within the State limits.

The cell directly affected is designated as cell 2-4. There is one safety-related cell (2-1) in the bank of 11 cells. The safety-related cell is seismically qualified as is the adjacent cell 2-2. As such, the physical structure of cells 2-1 and 2-2 are more robust than cell 2-4. The licensee has entered a 7 day Technical Specification (TS) action statement, "Alternate Cooling Tower" based on a level of uncertainty of how falling debris could affect the safety-related deep basin.

The deep basin is a water source for safety-related pumps.

The licensee's review of the event, including an extent of condition, is in progress. The plant will remain at reduced power until repairs have been completed.

Additional background:

On Monday August 20, 2007, the licensee identified a depression in the roof of cell 2-4. The licensee had intended to take the bank of cells out of service beginning at midnight on August 21.
