WATTS BAR NUCLEAR PLANT (WBN) UNIT 1 - WITHDRAWAL OF WBN TS-06-09 TECHNICAL SPECIFICATION CHANGE REQUEST FOR ULTIMATE HEAT SINK (UHS) TEMPERATURE (TAC NO. MD 1460)

On June 7, 2007, the staff issued a request for additional information (RAI)concerning the subject amendment request that was submitted to NRC on May 8, 2006. In preparing the responses to the staff questions, TVA has determined that the Essential Raw Cooling Water (ERCW) pre-operational flows being utilized to support the increase to 88 degrees F will result in little to no margin with respect to the current equipment qualification temperatures in some areas. Also, a review of the current ERCW pump performance has identified pumps that are performing below the pre-operational flow value margins. In order to resolve these items and to quantify the ERCW flows and margins, TVA is withdrawing Technical Specification change request TS-06-09 at this time. A flow model is being developed for the ERCW system and testing during the February 2008 outage is planned to validate the model. In addition, TVA will establish actual flows necessary to support the increase in UHS temperature to 88 degrees F.

U.S. Nuclear Regulatory Commission Page 2 July 20, 2007 TVA recognizes and appreciates that the staff has expended significant resources in reviewing this licensing action and encourages the staff to retain the documentation assembled during this review. TVA intends to resubmit the request following the establishment of a quantified approach for the margins which will address the concerns identified by the staff in the June 7, 2007 RAI.
