WATTS BAR NUCLEAR PLANT, UNIT 1 - REQUEST FOR ADDITIONAL INFORMATION REGARDING TECHNICAL SPECIFICATION CHANGE REQUEST FOR ULTIMATE HEAT SINK TEMPERATURE (TAC NO. MD1460)
Dear Mr. Singer:
By letter dated May 8, 2006 (TS-06-09), the Tennessee Valley Authority (TVA, the licensee) submitted a proposed license amendment (WBN-TS-06-09) that would revise Technical Specification 3.7.9.1, Ultimate Heat Sink Temperature, to increase the maximum essential raw cooling water temperature limit from 85 degrees Fahrenheit (EF) to 88 EF.
In order for the staff to complete its review of the information provided by the licensee, we request that TVA provide responses to the enclosed request for additional information (RAI).
Based on discussions with your staff, we understand that you plan to respond to the enclosed RAI by February 16, 2007.

REQUEST FOR ADDITIONAL INFORMATION WATTS BAR NUCLEAR PLANT, UNIT 1 TECHNICAL SPECIFICATION CHANGE REQUEST FOR ULTIMATE HEAT SINK TEMPERATURE DOCKET NO. 50-390 The ultimate heat sink (UHS) is the water source for the essential raw cooling water system, which will provide cooling water to various components/systems, including components required for achieving and maintaining post-fire safe shutdown. Although the expected water temperature increase from 85 oF to 88 oF has no direct physical impact on any safe-shutdown components/systems, the rise in cooling water temperature may adversely impact the performance characteristics of these components/systems.
To evaluate the impact of the proposed license amendment, if any, on the fire protection program at Watts Bar Nuclear Plant, Unit 1, the staff requests that the following additional information be provided:

Section 3.7, Fire Protection, of the May 8, 2006, license amendment application only discusses the effect of the proposed UHS maximum temperature increase on the high-pressure fire suppression system. Any impact on safe-shutdown components/systems and their ability to achieve and maintain post-fire safe shutdown, which is part of the Fire Protection Program, should also be discussed in this section.

Note 9 to Table 2 of the above license amendment application indicated that emergency diesel generator load shedding is performed to reduce the electrical loading to 100 percent. Will this load shedding be accomplished as part of a permanent design change or as post-fire manual actions?
