CLOSURE OF THE REVIEW OF EXELON GENERATION COMPANYS AND AMERGEN ENERGY COMPANYS RESPONSE TO GENERIC LETTER 2006-03, POTENTIALLY NONCONFORMING HEMYC AND MT FIRE BARRIER CONFIGURATIONS, FOR BRAIDWOOD STATION, UNITS 1 AND 2, CLINTON POWER STATION, UNIT NO. 1, AND QUAD CITIES NUCLEAR POWER STATION, UNITS 1 AND 2 (TAC NOS. MD1550, MD1551, MD1564, MD1621, AND MD1622)

Dear Mr. Crane:

The Nuclear Regulatory Commission (NRC) acknowledges the receipt of Exelon Generation Companys and AmerGen Energy Company, LLC (Exelon/AmerGen), response to Generic Letter (GL) 2006-03, Potentially Nonconforming Hemyc and MT Fire Barrier Configurations, for Braidwood Station (Braidwood), Units 1 and 2, Clinton Power Station (Clinton), Unit No. 1, and Quad Cities Nuclear Power Station (Quad Cities), Units 1 and 2, by letter dated June 6, 2006, as supplemented by letter dated May 31, 2007. Under oath or affirmation, Mr. Thomas S. ONeill and Mr. Darin Benyak stated in letters dated June, 6, 2006, and May 31, 2007, respectively, that the subject Exelon/AmerGen nuclear power plants do not rely on either the Hemyc or MT fire barrier system.

Exelon/AmerGen also submitted documentation under oath or affirmation that other 1 hour1.157407e-5 days <br />2.777778e-4 hours <br />1.653439e-6 weeks <br />3.805e-7 months <br /> fire barriers that separate redundant safe shutdown trains located within the same fire area at Clinton, Unit No. 1, and Quad Cities, Units 1 and 2, have been designed and installed in accordance with current NRC guidance. For Braidwood, Units 1 and 2, Exelon/AmerGen affirmed that the as-built 3M Interam electrical raceway fire barrier system (ERFBS) configuration will provide at least 49 minutes of protection when tested in accordance with ASTM E-119 fire exposure and evaluated per acceptance criteria prescribed in Generic Letter 86-10, Supplement 1. This level of protection was deemed acceptable by Exelon/AmerGen for the fire risk prevalent in the area of application. However, since the subject program change at Braidwood, Units 1 and 2, is not a previously reviewed or approved change by NRC staff, the bases supporting the adequacy of this configuration should be maintained on site and may be subject to inspection during the normal NRC inspection process. The bases for stating that the other 1 hour1.157407e-5 days <br />2.777778e-4 hours <br />1.653439e-6 weeks <br />3.805e-7 months <br /> fire barriers have been designed and installed in accordance with NRC guidance should also be maintained on site and may be subject to inspection during the normal NRC inspection process. Accordingly, the NRC staff's review of the Exelon/AmerGen response is complete, and the staff will close TAC Nos. MD1550, MD1551, MD1564, MD1621, and MD1622.

Your letter dated June 6, 2006, also included GL 2006-03 responses for Byron Station, Unit Nos. 1 and 2 (Byron); Dresden Nuclear Power Station, Units 2 and 3 (Dresden); LaSalle County

C. Crane Station, Units 1 and 2 (LaSalle); Limerick Generating Station, Units 1 and 2 (Limerick); Oyster Creek Generating Station (Oyster Creek); Peach Bottom Atomic Power Station, Units 2 and 3 (Peach Bottom); and Three Mile Island, Unit 1 (TMI). For Dresden, LaSalle, and TMI, the NRC staff closeout letters can be found in the Agencywide Documents Access and Management System (ADAMS) at Accession Nos. ML063000065, ML062300114, and ML061810093, respectively. For Byron, Limerick, Oyster Creek, and Peach Bottom, the NRC staff closeout letter can be found in the ADAMS Accession No. ML071000347.
