BRAIDWOOD STATION, UNITS 1 AND 2; CLINTON POWER STATION, UNIT NO. 1; AND QUAD CITIES NUCLEAR POWER STATION, UNITS 1 AND 2 - REQUEST FOR ADDITIONAL INFORMATION RELATED TO GENERIC LETTER 2006-03, POTENTIALLY NONCONFORMING HEMYC AND MT FIRE BARRIER CONFIGURATIONS (TAC NOS. MD1550, MD1551, MD1564, MD1621, AND MD1622)

Dear Mr. Crane:

The Nuclear Regulatory Commission (NRC) staff reviewed Exelon Generation Company, LLCs, and AmerGen Energy Company, LLCs (the licensees), response dated June 6, 2006, to Generic Letter (GL) 2006-03, Potentially Nonconforming Hemyc and MT Fire barrier Configurations, dated April 10, 2006, and has determined that additional information is required to complete the review.

The NRC staff faxed a draft copy of the information request to Mr. Darin Benyak on April 20, 2007. On April 23, 2007, the NRC staff clarified, with Mr. David Gullott, that the licensees understood the intent of the questions and it was agreed that a follow-up call would not be necessary at this time. The specific information requested is addressed in the enclosure to this letter. The NRC staff requests that you respond to the enclosed request for information by May 31, 2007.

The NRC staff considers that timely responses to requests for additional information help ensure sufficient time is available for staff review and contribute toward the NRCs goal of efficient and effective use of staff resources. If circumstances result in the need to revise the requested response date, please contact me at (301) 415-1055.

The current NRC guidance for raceway protection is contained in GL 86-10, Implementation of Fire Barrier Requirements, Supplement 1. Please provide the following clarification to your June 6, 2006, GL 2003-01 response.

Were the as-installed 3M electrical raceway fire barrier system (ERFBS) for Braidwood Station, Units 1 and 2, and Clinton Power Station, Unit No. 1, and the Versa Wrap and Darmatt ERFBS for Quad Cities Nuclear Power Station, Units 1 and 2 tested and evaluated (for deviations from the testing) in accordance with the GL 86-10, Supplement 1 guidance?

If not, please provide the following supplemental information regarding the fire barrier systems:

1) Are the installed barriers representative of the tested configurations? If not, how were deviations evaluated?
2) Do the performance test configurations encompass or bound the installed configurations? If not, how was bounding evaluated?
3) Does the plant cable loading (i.e., the thermal mass of the installed configurations) bound the tested configurations? If not, how were raceways having less thermal mass evaluated?
4) Was the ASTM E-119 time-temperature curve used during testing of these barriers? If not, what temperatures were used?
5) What measure was used to determine that the protected cables would be free of fire damage (e.g., temperature measurement, hose stream, operations during fire conditions, meggering, etc)?
