Governor Deputy Secretary February 17, 2006 Ms. Katie Allen Cort Research Scientist Pacific Northwest National Laboratory 902 Batelle Boulevard P.O. Box 999 Richland, Washington 99352 Re: National Institute of Standards (NIST) Neutron Test Facility Montgomery County, Maryland

Dear Ms. Cort:

Thank you for your recent letter, dated 2 February 2006 and received by the Maryland Historical Trust on 7 February 2006, requesting our review of the above-referenced project. According to your submittal, the proposed undertaking involves the renewal of the federal license from the Nuclear Regulatory Commission for the NIST neutron test facility.

Thus, we have reviewed the project for its effects on historic properties, pursuant to Section 106 of the National Historic Preservation Act of 1966, as amended. We offer the following comments.

The Maryland Inventory of Historic Properties does not record any known archeological sites or other historic properties within or immediately adjacent to the test facility or the entire NIST campus. For archeology, the property has a low potential for containing archeological resources eligible for the National Register of Historic Places given its setting and the extent of prior disturbances.

Based on your submittal, we concur with your assessment that the license renewal for this facility will have no effect on historic properties. If you have questions or require further assistance, please contact Jonathan Sager (for historic built environment) at 410-514-7636 / isager dimdp.state.md.us or me (for archeology) at 410-514-7631 /
