Dear Sir or Madam:

This submission addresses section V.7.a of the NATIONAL INSTITUTE OF STANDARDS AND TECHNOLOGY, CENTER FOR NEUTRON RESEARCH CONFIRMATORY ORDER (CO), EA 21-148, August 1, 2022.

V.7.a. Leadership Accountability - Requirement Within 12 months of consultant contract award, NCNR will provide the NRC with documentation of any revisions to the Safety Evaluation Committee charter as informed by the nuclear consultant(s) selected under item 2.b.

In accordance with the timeline submitted to the NRC in the letter dated May 21, 2024,

Leadership Accountability, SEC Charter Update Response, a copy of the current approved SEC Charter is enclosed. This revised charter incorporates the recommendations from the Safety Evaluation Committee (SEC)/Safety Assessment Committee (SAC) Assessment conducted in 2023 into the biennial review activities which resulted in improvements in the following SEC Charter sections :

II.B SEC Membership II.D Duties II.F Subcommittee Membership Lists

In addition to these changes, improvements were incorporated to add clarity to responsibilities, alignment between supporting references, and fixing content formatting.
